China-US Technology Race: Science, Industry & India’s Strategic Challenge

China-US Technology Race: Science, Industry & India’s Strategic Challenge 3 Sep 2026

China-US Technology Race: Science, Industry & India’s Strategic Challenge

GS II: Bilateral, regional, and global groupings and agreements involving India and/or affecting India’s interests.

Context: The China-US technology race is increasingly centred on building an integrated science–industry ecosystem, where artificial intelligence, research, manufacturing, finance and supply chains reinforce each other. India needs deeper institutional reforms and private-sector investment to avoid technological dependence.

China’s Science–Industry Strategy

  • AI-led Transformation: China seeks to integrate AI with robotics, automobiles, biotechnology, materials, energy, agriculture and scientific research.
  • Manufacturing Advantage: It aims to combine AI-driven innovation with its vast manufacturing ecosystem to gain technological leadership.
  • Moving Upstream: Having progressed from technology absorption to manufacturing dominance, China is now targeting original research and scientific discovery.
  • R&D Push: China’s R&D expenditure reached around 2.8% of GDP in 2025, with basic research expenditure rising by 11%.

US Strategy- Reconnecting Science with Manufacturing

  • Scientific Strength: The US possesses world-leading universities, laboratories, technology companies and capital markets.
  • Manufacturing Weakness: Globalisation shifted production overseas, creating supply-chain vulnerabilities.
  • Strategic Reset: Washington now seeks to reconnect scientific discovery with domestic design and manufacturing.
  • AI as Accelerator: AI is increasingly viewed as a tool to accelerate discovery, innovation and industrial production.

The Emerging China–US Model

  • China: Leveraging its manufacturing strength to advance into scientific research and original innovation.
  • US: Leveraging its scientific and technological strength to rebuild domestic manufacturing capacity.
  • Common Objective: Both seek to integrate knowledge, technology and production to enhance economic and geopolitical power.
  • Real Competition: The race is not merely over the best AI model or humanoid robot, but over the ecosystem connecting:
    • Universities and laboratories
    • Entrepreneurs and finance
    • Energy and factories
    • Supply chains and markets

India’s Major Gaps

  • Low R&D Intensity: India spends only around 0.64% of GDP on R&D, compared with about 2.8% in China and 3.5% in the US.
  • Private Capital Deficit: Indian businesses contribute inadequately to basic research and frontier technologies.
  • Weak Science–Industry Linkage: Research institutions, startups and manufacturing remain insufficiently connected.
  • Institutional Stagnation: India’s economic reforms of the 1990s did not produce a comparable overhaul of its scientific institutions.
  • Talent Retention: India struggles to attract and retain advanced scientific talent despite its large skilled workforce.
  • Bureaucratisation: Excessive state control and bureaucratic structures constrain scientific innovation.

India’s Existing Initiatives

  • Artificial Intelligence: New initiatives seek to strengthen AI capabilities and applications.
  • Semiconductors: Focus on developing domestic semiconductor manufacturing and ecosystem capabilities.
  • Quantum Technology: Efforts to build capacity in quantum computing, communication and related technologies.
  • Robotics: A draft robotics policy reflects growing recognition of automation and intelligent manufacturing.

Need for a Strategic Shift

  • Science Reform: Modernise the state-led scientific system and provide greater institutional autonomy.
  • Private Investment: Mobilise long-term private capital towards basic research and frontier technologies.
  • Global Integration: Avoid equating technological self-reliance with technological isolation.
  • Talent Mobility: Create stronger incentives for Indian researchers abroad to return.
  • Science–Industry Linkages: Strengthen linkages between research institutions, startups, industry and markets to accelerate the conversion of scientific discoveries into commercial technologies and industrial production.

Way Forward

  • Increase R&D Spending: Raise public and private expenditure towards globally competitive R&D levels.
  • Private-Sector Leadership: Encourage industry to invest in basic research, deep technology and long-term innovation.
  • Institutional Reform: Promote autonomy, merit-based funding and reduced bureaucratisation in scientific institutions.
  • Global Collaboration: Deepen partnerships for access to global science, capital, technology and talent.
  • Strategic Self-Reliance: Pursue domestic technological capacity alongside international cooperation.
  • Mission-Oriented Innovation: Align universities, laboratories, startups, industry and government around national technology missions.

Conclusion

India must move beyond technology adoption towards building a complete science–industry ecosystem, combining higher R&D, private investment, institutional reform and global collaboration to secure technological and strategic autonomy.
