In 2025, India and Germany celebrated 25 years of strategic partnership.

Introduction

  • The 25th anniversary of the India–Germany Strategic Partnership is not just a symbolic milestone — it reflects a robust, long-term model of cooperation between two major democratic powers, one in Asia and the other in Europe. 
  • Their dependable and dynamic partnership sets an exemplary standard for international relations in today’s multipolar world.

Origins and Evolution

  • Beginning: The partnership was formally launched in 2000, in the wake of India’s economic reforms and the post-Cold War global realignment.
    • It was envisioned as a strategic relationship, focused on deep, long-term, and multi-sector engagement rather than transactional diplomacy.
  • Scope of the Partnership – Strategic Partnership: The India–Germany partnership spans across multiple sectors, including:
    • Defence and security
    • Economic and trade collaboration
    • Scientific and technological research
    • Cultural exchange and education
    • Climate action and sustainable development
  • The Intergovernmental Consultations (IGC) mechanism is the central platform driving the strategic dialogue.

Four Pillars of the Indo-German Partnership

  • Peace and Stability: India and Germany are united in their support for a peaceful, stable, and rules-based global order. 
    • This political alignment is institutionalised through the Intergovernmental Consultations, a unique bilateral format that ensures consistent and meaningful engagement.
    • A growing area of cooperation is defence and strategic coordination. Joint military exercises, such as Tarang Shakti 2024, and port calls by the German Navy in the Indo-Pacific signal a deeper German interest in the region. 

Tarang Shakti 2024

  • India hosted its first multinational air exercise, ‘Tarang Shakti 2024’, in two phases in August 2024 in Sular, Tamil Nadu.
  • Tarang Shakti aimed to strengthen military cooperation and showcase India’s defence industry, aligning with the country’s vision of ‘Atmanirbhar Bharat’
  • Participants included the United States, Australia, France, Germany, Japan, the United Kingdom, and many others.

  • Prosperity Through Economic and Technological Cooperation
    • Over 2,000 German companies operate in India, generating more than 750,000 jobs.
    • One symbol of this collaboration is the Delhi-Meerut Rapid Rail, operated by Indian staff trained under the guidance of Deutsche Bahn, Germany’s national railway company.
    • Indian businesses are also increasingly present in Germany, integrating into high-tech supply chains. As global trade faces uncertainty, this mutual trust is invaluable. With momentum building toward an India-EU Free Trade Agreement, both sides stand to benefit immensely.
    • Additionally, science and tech collaboration is flourishing, with Indian researchers contributing to German institutions and joint efforts turning environmental challenges into commercial solutions.

People-to-People Ties

  • People are the heart of this partnership. Over 50,000 Indian students are currently studying in Germany, forming the largest group of international students in the country. Many gain experience, skills, and income in Germany before returning to India, while others stay and integrate, enriching German society.
  • Social media has become a bridge for young Indians to share their stories of life in Germany, showcasing adaptability and success. Opportunities in Germany will grow for those who learn the German language, which is seeing increasing interest across India.
  • To truly deepen these ties, Germany must also encourage more Germans to live, work, and study in India. Promoting cultural understanding and language learning on both sides is key to preparing the next generation of leaders in this partnership.

Green Growth and Sustainable Development

  • The Indo-German Green and Sustainable Development Partnership (GSDP), launched in 2022, represents one of the most ambitious aspects of this strategic relationship. 
    • Germany has pledged €10 billion over 10 years in preferential loans and grants to support India’s green transition.
  • Projects span renewable energy, biodiversity, and smart cities, with increasing involvement from the private sector. 
    • German technology is already helping power India’s solar and wind energy projects, such as those in Gujarat, where renewable infrastructure is expanding at an impressive scale.

Having served in India twice—first from 2007 to 2010, and now since 2022—the German Ambassador, Philipp Ackerman (writer of this article) reflects on the incredible progress India has made, and how the bilateral relationship has matured in parallel.
