Recently , NABARD (National Bank for Agriculture and Rural Development) launched the Integrated Tribal Development Programme. 

Integrated Tribal Development Programme

  • About: Integrated Tribal Development Programme is a flagship program of NABARD for sustainable tribal livelihoods, based on the ‘wadi’ model of tribal development, supported by national and international development agencies.
Wadi Model of Tribal Development:

  • About: NABARD’s WADI is a flagship program aimed at creating livelihoods for tribal families.
  • Aim:  It seeks to offer year-round employment opportunities to reduce tribal migration from their native areas to regions with better economic prospects. 
    • Additionally, the project aims to enhance the entrepreneurial skills of tribal women through activities like nursery management, vermicomposting, backyard poultry farming, and kitchen gardening.
  • Funding: Projects within this programme receive funding from the Tribal Development Fund.
  • Objectives:
    • Sustainable Livelihood Transformation:Aimed at improving the livelihoods of tribal families within five years.
    • Agricultural Diversity Promotion: Focuses on cultivating various crops: pepper, arecanut, coconut, ginger, Thai ginger, turmeric, and plantain.
    • Non-agricultural Activities Promotion:Includes activities like goat rearing, poultry farming, beekeeping, fish farming, and fodder production.
  • Objectives of the Tribal Development Fund:
    • Integrated Development Models: Create sustainable income-generating activities tailored to the area’s potential and tribal needs, establishing replicable models of integrated development for tribal families.
    • Institution Strengthening: Build and empower tribal institutions to enable community participation in policy formulation, program execution, and enhance their social and economic status.
    • Producers’ Organizations: Develop and fortify producers’ organizations within tribal communities.

Components of the Programme

  • Livelihood Support: Promotion of agriculture, horticulture, animal husbandry, and non-farm enterprises through access to credit, training, and market linkages.
  • Natural Resource Management: Sustainable management of land, water, and forests, including activities like soil and water conservation, agroforestry, and sustainable forest product harvesting.
  • Community Empowerment: Strengthening community-based organizations such as self-help groups and producer groups to collectively address developmental needs and access government schemes.
  • Infrastructure Development: Investment in essential infrastructure such as access roads, drinking water, and sanitation facilities to improve living conditions in tribal communities.
  • Government Scheme Convergence: Leveraging and coordinating with various government schemes and programs to achieve comprehensive development and maximise impact.

NABARD

  • About: Established in 1982 under the National Bank for Agriculture and Rural Development Act 1981 to promote sustainable agriculture and rural development. It acts as the primary regulatory body in India’s rural banking system.
  • Objectives: Promote agriculture and rural development through financial and non-financial interventions, technology, and institutional development.
  • Activities: Provides refinance support, enhances rural infrastructure and supervises Regional Rural Banks (RRBs) and Cooperative Banks, among other activities.
