Context:
The Union Finance Minister announced the launch of the Pradhan Mantri PVTG (Particularly Vulnerable Tribal Group) Development Mission in order to saturate the PVTG families and habitations with basic facilities.
About PVTG (Particularly Vulnerable Tribal Group) Development Mission:
- An amount of ₹15,000 crore would be made available to implement the mission in the next three years under the Development Action Plan for the Scheduled Tribes.
- Odisha being home to the highest number of PVTG communities in the country is likely to be benefited the most.
- Odisha is Experienced in Handling Tribal Programs and a Beneficiary of Conservation-cum-Development Scheme.
- Odisha has also been a beneficiary of the Conservation cum Development (CCD) scheme, for which the Union Ministry of Tribal Affairs allocates 100% financial assistance to the State governments having PVTG communities.
Particularly Vulnerable Tribal Groups (PVTGs)
- There are certain tribal communities who have
- Declining or stagnant population
- Low level of literacy
- Pre-agricultural level of technology
- Economically backward.
- These groups are among the most vulnerable section of our society as they are few in numbers.
- 75 such groups have been identified and categorised as Particularly Vulnerable Tribal Groups (PVTGs).
- Among the 75 listed PVTG’s the highest number are found in Odisha.
- In 1973, the Dhebar Commission created Primitive Tribal Groups (PTGs) as a separate category, which are less developed among the tribal groups.
- In 2006, the Government of India renamed the PTGs as PVTGs.
