LBSNAA Journey in Civil Service Training

Full form of LBSNAA is Lal Bahadur Shastri National Academy of Administration which is a premier institute to train Civil Servants. Candidates after clearing civil services exam conducted by UPSC go through various training phases in LBSNAA. It is located in Mussoorie (Uttarakhand) and is a dream to many UPSC CSE aspirants. 

Newly selected IAS Officers go into training phase in LBSNAA for training in public administration and public policy. The primary objective of LBSNAA is to train IAS cadre of government employees and deliver the Group-A Central Civil Services Foundation Course. After finishing their training, IAS trainee officers obtain a Master’s degree in Public Administration from Jawaharlal Nehru University in Delhi.

Evolution of LBSNAA: Pioneering Civil Service Training Since 1959

Named after former Prime Minister Lal Bahadur Shastri, the academy is located in the picturesque town of Mussoorie, Uttarakhand, nestled in the foothills of the Himalayas.

  • 1958: Union Home Minister Pandit Govind Ballabh Pant announced in the Lok Sabha the establishment of a National Academy of Administration for training all Civil Services recruits.
  • 1959: The Lal Bahadur Shastri National Academy of Administration (LBSNAA) was created to provide comprehensive training to civil servants, particularly those in the Indian Administrative Service (IAS)
  • 1972: Name was changed to Lal Bahadur Shastri Academy of Administration.
  • 1973: Name further changed to Lal Bahadur Shastri National Academy of Administration (LBSNAA).
  • Since 1985, it has been functioning under the Ministry of Personnel, Public Grievances, and Pensions, operating as a prestigious research and training institute focusing on public policy and administration in India.

LBSNAA: Infrastructure and Scenic Location in Mussoorie

The academy is situated at an elevation of approximately 6,580 feet above sea level in Mussoorie.

It spans an impressive 189 acres. It  consist of several major complexes:

  • Main Academy Complex at Charleville: This is the heart of the academy, catering to both fresh entrants and customized courses.
  • Indira Bhawan Campus: Offers facilities for in-service training, specialized courses, workshops, and seminars.
  • Happy Valley Complex: A residential area within the academy.
  • Polo Ground: Used for various activities.
  • Monastery Estate: Part of the academy’s infrastructure

Journey of IAS Training at LBSNAA

  • LBSNAA conducts a range of training programs including Foundation Course for newly selected candidates, Mid-Career Training Programs: For serving officers, Customized Courses tailored to specific needs, Specialized Workshops and Seminars which cover diverse topics.
  • The newly selected candidates in Indian Administrative Services (full form of IAS) exam undergo training in Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie, Uttarakhand which is the premier training institute for IAS officers. The training in LBSNAA is structured to equip the newly selected officers with the skills, knowledge, and attitude necessary to handle their roles and responsibilities as public servants.
  • The training of IAS Officers has been divided into various phases. Let us see the phases of training of IAS Officers.
Foundational Course
  • The training at LBSNAA starts with the Foundation Course. This training is compulsory for all civil services officers, like the IAS. 
  • This course goes on for around 3 months
  • Its objective is to give officers a good grasp of different topics such as Indian government, history, money matters, and what’s happening in the world right now.
Phase I (Bharat Darshan)
  • After the Foundation Course, IAS trainees are organized into groups and embark on a journey across India, referred to as Bharat Darshan. 
  • This tour allows them to immerse themselves in the rich culture and heritage of the country. 
  • They have the opportunity to interact with prominent figures such as the President of India and are assigned to various executive, defense, and administrative organizations to enhance their understanding of their functions. 
  • In addition to this a week-long placement at the Lok Sabha Secretariat (Bureau of Parliamentary Studies) in Delhi is included as part of the Bharat Darshan experience. 
Academic Module
  • After completing the phase I  trainee officer come back to LBSNAA for a 15-week learning session
  • They learn about making policies, managing land, improving skills, handling projects, ensuring national safety, using technology for governance, and more. 
  • A usual day starts early at 6 am with exercises, then they have classes. Evenings and holidays are for fun stuff like cultural events, hiking, sports, horseback riding, helping out, and other activities.
District Training
  • Selected Candidates undergo district training after completing their in LBSNAA, the officers are sent to a district in their cadre state which they are allocated by government for on-the-job training in administrative work at the district level.
Phase 2
  • Trainees talk about what they learned in Phase 1 and during their district training. 
  • They talk about problems and issues in development and have sessions with experts in different fields.
Assistant Secretary
  • Once they finish their initial training, new officers start working in their assigned positions.
  • However, there’s been a recent suggestion that all IAS officers should spend some time working in the Central Secretariat
  • So now, all new IAS officers are called Assistant Secretaries and work under Joint Secretaries in the central government for a few months.
In-service Training
  • IAS officers are also given in-service training at various stages of their careers to update their knowledge and skills.

International Collaborations: TThe LBSNAA has forged ties with international Academies and institutions for foreign training component of officer trainees/participants, Some international institutions are:

  • France: MoU with Ecole Nationale  D’ Administration (ENA)
  • Ethiopia: Memorandum of Cooperation with Ethiopian Civil Service College. 
  • Mongolia: Memorandum of Cooperation with National Academy of Governance
  • Singapore: Memorandum of Cooperation with Civil Service College, 
  • Canada: MoU with Institute of Public Administration of Canada (IPAC).

National Collaboration: The Academy collaborates with various institutions in India with a view to attract the best faculty for its various training programmes, to design specialized modules, for in-house faculty development programmes. Some of the national institutions are as below,
