Role and Impact of Technology Governance in enhancing the quality of public service delivery and citizen engagement

  • Efficiency and Transparency: E-Governance platforms like UMANG and Digital India have streamlined numerous services, making them more accessible and transparent. Citizens now have digital access to a plethora of services ranging from bill payments to application submissions.
  • Citizen-Centric Services: Modern technology governance focuses on the citizens. Eg: the e-RUPI voucher system exemplifies the move towards direct benefit transfers, ensuring that the advantages of welfare schemes reach the intended beneficiaries without middlemen.
  • Real-time Monitoring: The power of real-time data is revolutionising policy implementation. The Swachh Bharat Abhiyan, one of India’s ambitious cleanliness drives, uses GIS mapping to monitor cleanliness efforts across districts, making local bodies more accountable.
  • Feedback Mechanisms: The MyGov platform epitomises participative governance. By allowing citizens to voice their opinions, suggest policy changes, and provide feedback, it’s making the democratic process more inclusive and responsive.
  • Data-Driven Decisions: Big data, AI, and analytics play pivotal roles in policy assessment. By analysing vast datasets, governments can ascertain the effectiveness of policies, allowing them to fine-tune strategies for maximum impact.
  • Paperless Governance: In a bid to promote environmental sustainability and efficiency, initiatives like e-Office and Digilocker have been launched. These not only reduce the logistical challenges of paper-based systems but also make document retrieval and verification faster.
  • Financial Inclusion: The BHIM UPI system, in conjunction with the Jan Dhan Yojana, and JAM trinity exemplifies how technology can bridge societal divides. By providing banking services to the remotest of locations, they’ve played a pivotal role in democratising financial services.
  • Redressal Systems: The Centralised Public Grievance Redress and Monitoring System (CPGRAMS) leverages technology to ensure that citizens’ grievances are systematically addressed. It brought about a systematic approach to grievance redressal, ensuring faster and more efficient solutions.
  • E-learning Platforms: With the challenges posed by the COVID-19 pandemic, platforms like SWAYAM and DIKSHA have taken center stage. They provide diverse, high-quality courses to students across India, making education more accessible.
  • Healthcare Revolution: Platforms like e-Sanjeevani are making strides in the healthcare sector. By offering remote consultations, they are bridging the healthcare divide, ensuring that quality medical advice reaches even the remotest parts of India.

Successful Initiatives and Best Practices in Technology Governance:

  • Aadhaar: Serving as the backbone of India’s digital infrastructure, Aadhaar is the world’s largest biometric ID system. It has significantly streamlined service delivery, from banking to telecommunications, ensuring that benefits reach genuine recipients and reducing fraud.
  • Digital Lockers: In the era of e-governance, Digital Lockers have become an indispensable tool. They provide a secure space for citizens to store and share important e-documents, eliminating the need for physical copies and simplifying various administrative processes.
  • Direct Benefit Transfer (DBT): Revolutionising subsidy distribution, the DBT mechanism ensures that subsidies go directly into beneficiaries’ bank accounts, bypassing any potential middlemen. This approach has reduced leakages and ensured that benefits are promptly delivered. Ex– Our Finance Minister held that in last 9 years, government has saved Rs 2.73 lakh crore in last 9 years by adopting DBT.
  • GeM (Government e-Marketplace): A significant leap towards transparent governance, the GeM platform facilitates open and transparent procurement processes for government entities. As per data, the overall procurement of goods and services from the GeM portal has crossed Rs 2 lakh crore in 2022-23.
  • Smart Cities Mission: Envisioned as an urban rejuvenation program, the mission uses technology as its linchpin. From intelligent traffic management to waste disposal, technology is leveraged to ensure sustainable development and enhance the quality of life in urban areas.
  • CSC (Common Service Centers): These are digital kiosks in rural areas, functioning as a one-stop-shop for multiple services — from bill payments to digital literacy courses. They play a pivotal role in bridging the rural-urban digital divide.
  • Mera Ration App: Launched to aid beneficiaries of the National Food Security Act, this app is especially useful for those migrating across states. It ensures that beneficiaries can claim their rations anywhere in the country, making food security truly portable.
  • FASTag: An initiative to digitise toll collections, FASTag uses Radio Frequency Identification (RFID) technology for electronic toll payments, ensuring vehicles can pass through toll plazas without stopping, thus reducing congestion. ExOn 29th April 2023, the daily toll collection through FASTag system reached an all-time high collection of Rs. 193.15 crore,
  • National Scholarship Portal: This centralised platform offers a streamlined application process for various government scholarships. By consolidating multiple scholarships under one digital umbrella, it has made the application process simpler and more transparent for students.
  • Kisan Suvidha App: This app offers real-time data on various parameters, from weather forecasts to crop prices. By providing timely information, it helps farmers make informed decisions, thereby potentially increasing their yields and profits.

Conclusion

The integration of technology in governance has undeniably transformed India’s public service landscape, making it more transparent, efficient, and accessible. By consistently evolving and embracing global best practices, India is poised to set a global benchmark in digital governance, ensuring a brighter, inclusive future for all its citizens.
