Introduction            

The Indian horticulture sector accounts for 33% of the agriculture Gross Value Added (GVA). Apart from ensuring nutritional security, it offers rural employment, diversifies farm activities, and boosts farmers’ income. With a production of 320.48 million tons, surpassing food grain production, and higher productivity (12.49 tons/ha compared to 2.23 tons/ha for food grains), horticulture has seen a 38.5% increase in productivity from 2004-05 to 2021-22.

Potential of the Horticulture Sector in Augmenting Farmers’ Income:

  • High Production Volumes: India’s horticulture production has been steadily increasing, with a recent report showing a rise to 320.48 million tons in 2021-22, surpassing food grain production. This growth indicates a larger market and more opportunities for farmers to sell their produce.
  • Expansion of Cultivation Area: With an increase in the area under horticulture to 27.59 million hectares in 2020-21, there’s a clear trend of farmers allocating more land to these high-value crops, potentially leading to greater incomes.
  • Value Addition: Processing horticultural produce into jams, pickles, and juices adds value and increases income, as seen with brands like Himcoop in Himachal Pradesh, which markets apple cider vinegar and other apple products.

  • Agri-Tourism: Farms that integrate horticulture with tourism provide a dual revenue stream. Ex: Vineyard- Nasik, Strawberry farms- Mahabaleshwar have become tourist destinations, enhancing farmers’ incomes through both produce sales and tourism.
  • Employment Generation: The labour-intensive nature of horticulture, seen in the vast tea gardens of Assam creates numerous jobs, thus boosting local economies and reducing migration.
  • Technological Advancements: The implementation of high-tech in horticulture has transformed productivity. An example is polyhouse farming in states like Kerala, where technology increases yield and extends the growing season, leading to higher profitability.
  • Export Potential: Indian horticultural products, like Alphonso mangoes and Nagpur oranges, have a high demand in international markets, providing farmers with opportunities for export-led growth and higher income margins. 
  • Diversification: Horticulture allows for crop diversification, which is crucial for risk mitigation and income stability. Farmers in Punjab, traditionally known for wheat and paddy, are now turning to horticulture crops like potatoes and flowers for better returns.

Government Initiatives Supporting the Horticulture Sector:

  • National Horticulture Mission (NHM):Started in 2005-06 , it focuses on promoting the holistic growth of the horticulture sector by ensuring a coordinated approach for the promotion of research, production, post-harvest management, processing, and marketing.
  • Mission for Integrated Development of Horticulture (MIDH): Since 2014-15, it is serving as an umbrella for all horticulture-related schemes, it addresses the entire value chain from production to market and ensures the infusion of technological inputs for both traditional and high-value horticulture produce.
  • Pradhan Mantri Krishi Sinchayee Yojana (PMKSY): Launched in 2015 , it  has been pivotal in extending the coverage of irrigation (‘Har Khet Ko Pani’) and improving water use efficiency (‘Per Drop More Crop’) across various states, leading to better horticulture yields and farmer profitability.
  • Paramparagat Krishi Vikas Yojana (PKVY): Launched in 2015  with an emphasis on sustainable agriculture, it promotes organic farming practices in the horticulture sector. PKVY assists farmers in switching to organic farming by providing financial support and thus enabling them to command higher prices for organic produce.
  • Agri Export Zones (AEZs): These zones are created to facilitate the export of agricultural/horticultural goods by providing the necessary infrastructure and support services. This approach helps in connecting farmers directly with the global markets, thereby fetching better returns.
  • Krishi Unnati Mela: An annual event that showcases innovations in horticulture. It is a platform for farmers, scientists, and entrepreneurs to exchange ideas and practices that could lead to increased horticulture production.
  • Kisan Credit Card (KCC) Scheme: Initially tailored for farmers growing cereals and other crops, the KCC scheme has been expanded to include horticulturists. This initiative provides them with timely credit and financial support to meet their operational needs.
  • Cluster Development: By developing clusters, the government promotes community farming, where farmers can focus on a single or a few horticultural crops based on the region’s climatic and soil suitability.
