Introduction         

Earthquakes are a natural phenomenon resulting from the movement of tectonic plates beneath the Earth’s crust. Being positioned at the confluence of several major tectonic boundaries, India has a history of seismic activity like Chamoli (1991), Bhuj (2001) etc. making the understanding of factors leading to its susceptibility to earthquakes and the complexities in its management pivotal.

Factors Contributing to India’s Susceptibility to Earthquakes

  • Confluence of Tectonic Plates: India finds itself at the convergence of the Indo-Australian plate and Eurasian plate. This geologically active region, especially the northern belt including the states of J&K, Himachal Pradesh, and Uttarakhand, witnesses frequent seismic activities.
  • Geological Features : The Himalayan range, being young and geologically dynamic, is undergoing constant changes. The tectonic activities responsible for its rise are still active, creating a region fraught with seismic instability. ExThe Indian plate continues to move to the northeast at roughly 5 cm/year. 
  • Fault Lines : India houses numerous fault lines, including the prominent Main Central Thrust, which aggravate its earthquake vulnerability. These faults are zones of weakness in the Earth’s crust, and any movement along these lines can potentially trigger earthquakes. 
  •   Mining Activities : Mining operations, especially in regions like Jharkhand, have been known to induce seismic activities. The excavation processes can destabilize the ground, triggering landslides and sometimes minor earthquakes. 
  •   Dam-Induced Seismicity : Large infrastructure projects like the Tehri Dam introduce significant alterations in the regional stress due to the immense weight of the stored water. This has the potential to induce seismic activities, creating an enhanced earthquake risk. 
  • Landslide-Prone Areas : Regions like the Western Ghats and northeastern states are highly prone to landslides, often triggered by minor quakes. The geologically fragile terrains in these regions, coupled with human activities, increase the susceptibility to earthquakes. 
  • Coastal Regions: Especially the eastern and western coasts, remain vulnerable to tsunamis, which are often consequent to undersea earthquakes. The 2004 Indian Ocean earthquake and tsunami are grim reminders of the devastating potential of seismic activities in the coastal regions.
  • Sedimentary Basins : The Gangetic plains, built on deep sedimentary basins, tend to amplify seismic waves. The sedimentary layers, owing to their loose and unconsolidated nature, can significantly increase the destructive power of an earthquake. 

Complexities Associated with Earthquake Management Efforts

  • Infrastructure : Despite guidelines for earthquake-resistant constructions, many buildings, especially in rural and semi-urban areas, are not designed to withstand seismic shocks. Eg: the 2001 Gujarat earthquake evidenced the colossal failure of infrastructure. 
  • Population Density: In densely populated slums in cities like Delhi and Mumbai, narrow lanes can obstruct swift evacuation, as observed during several earthquake events, highlighting the necessity for well-planned urban development with provisions for quick response routes.
  • Resource Allocation : Insufficient allocation of funds and resources hinder the development of earthquake-resistant infrastructure. For instance, seismic retrofitting of old buildings, an essential measure, often gets sidelined due to budgetary restrictions.
  • Technical Expertise : There is a dearth of technically trained personnel to conduct rapid rescue operations post earthquakes. While organizations like NDRF have been playing a pivotal role, the 2015 Nepal earthquake incident showcased the necessity for more trained forces .
  • Research : Comprehensive research on micro-zonation and the development of earthquake-resistant technologies is still lacking in India. Micro-zonation maps, which are essential for understanding region-specific seismic vulnerabilities, are yet to be developed for many cities.
  • Coordination : The necessity for seamless communication and collaboration, evident from the challenges faced during the Sikkim earthquake in 2011, underlines the importance of streamlined processes for efficient disaster response.
  • Resettlement Issues: The complexities associated with relocation were evident in the aftermath of the Latur earthquake in 1993, where the establishment of a new settlement confronted several logistical and socio-cultural issues, showcasing the multi-faceted challenges in rehabilitation efforts.
