Understanding the Plight of Minorities in India

Marginalization of minorities in India refers to the systematic exclusion, discrimination, and socio-economic disadvantages faced by groups with distinct characteristics, such as race, religion, ethnicity, or gender.

Understanding Marginalization of minorities in India

  • Meaning of Minority: The term minority is most commonly used to refer to communities that are numerically small in relation to the rest of the population.
  • Beyond Numerical Representation: However, it is a concept that goes well beyond numbers and encompasses issues of power, and access to resources. 
    • It also has social and cultural dimensions.
  • Social and Cultural Aspects: The Indian Constitution recognises that the culture of the majority influences the way in which society and government might express themselves. 
  • Safeguards for Minority Communities: Thus, safeguards are needed to protect minority communities against the possibility of being culturally suppressed by the majority.
  • Minority Insecurity: Given certain conditions, communities that are small in number relative to the rest of society may feel insecure about their lives, assets, and well-being.
  • Sense of Insecurity: This sense of insecurity may get accentuated if the relations between the minority and majority communities are fraught.

  • Our constitution provides safeguards to religious and linguistic minorities in India as part of our Fundamental Rights. 
  • This helps in protecting India’s cultural diversity and promoting equality as well as justice.

  • India is a diverse nation with a rich tapestry of religious minorities in India coexisting alongside the Hindu majority. 
  • Some prominent religious minorities in India include Muslims, Christians, Sikhs, Buddhists, Jains, and Parsis.

Marginalization Experienced by Muslims: Challenges Faced by India’s Muslim Population

    • Population: According to the 2011 census, Muslims are 14.2 percent of India’s population.
    • Deprived of the Benefits: They are considered a marginalized community in India today because, in comparison to other communities, they have, over the years, been deprived of the benefits of socio-economic development.

Justice Sachar Committee Report: Empowering minorities in India

  • Empowerment Initiatives for Muslims: Recognising that Muslims in India were lagging behind in terms of various development indicators, the government set up a high-level committee in 2005.
  • Examination of Muslim Community Status: Chaired by Justice Rajindar Sachar, the committee examined the social, economic and educational status of the Muslim community in India.
    • It discusses in detail the marginalization of this community.
  • Comparative Analysis: It suggests that on a range of social, economic, and educational indicators, the situation of the Muslim community is worse compared to that of other marginalized communities like Scheduled Castes and Scheduled Tribes.
  • Example: According to the Report, the average years of schooling for Muslim children between the ages of 7–16 is much lower than that of other socio-religious communities

Social Marginalisation of the Muslim Community: Beyond the Surface

  • Economic and Social Marginalization: Economic and social marginalisation experienced by Muslims has other dimensions as well.
  • Distinct Customs and Practices: Like other minorities in india, Muslim customs and practices are sometimes quite distinct from mainstream society.
  • Identification through Attire: Some – not all – Muslims may wear a burqa, sport a long beard, or wear a fez, and these become ways to identify all Muslims. 
    • Because of this, they tend to be identified differently, and some people think they are not like the ‘rest of us’.
  • Unfair Treatment: Often, this becomes an excuse to treat them unfairly and discriminate against them.
  • Prejudice: Sometimes, this prejudice leads to hatred and violence.
  • Social Marginalization Consequences: This social marginalization of Muslims in some instances has led to them migrating from places where they have lived, often leading to the ghettoization of the community.

Conclusion:

  • Through the example of Muslims, we can see that like tribals, Muslims also have faced a discrimination due to their religious identity.
  • This has led to a long history of struggle and resistance which is the result of the desire of marginalized communities to maintain their cultural distinctiveness while having access to rights, development and other opportunities.
