Samarth Scheme: The Ministry of Textiles is actively implementing the Samarth Scheme, a flagship initiative for Capacity Building in the Textiles Sector (SCBTS). The primary goal is to train 10 lakh individuals between 2017-2020, covering the entire textiles value chain, excluding spinning and weaving in the organized sector.

About the SAMARTH Scheme

Samarth, or the Scheme for Capacity Building in the Textile Sector, stands as a flagship skill development initiative. It gained approval as a continuation of the Integrated Skill Development Scheme for the 12th Five-Year Plan by the Cabinet Committee of Economic Affairs.

Implementation

The office of the Development Commissioner (Handicrafts) is the executing body for SAMARTH. It operates under the ‘Skill Development in Handicrafts Sector’ component of the National Handicrafts Development Programme (NHDP).

Objectives of the Samarth Scheme

  1. Provide NSFQ-compliant skilling programs to over 10 lakh persons.
  2. Incentivize and supplement the efforts of the Textile industry.
  3. Create more jobs in the textile and related sectors, covering the entire value chain (excluding spinning and weaving).
  4. Upgrade traditional sectors like handlooms, handicrafts, sericulture, and jute through skilling and skill upgradation.
  5. Induce self-employment capabilities among youth and others.
  6. Promote sustainable livelihood for all sections of society.

Samarth Scheme Salient Features

  1. Training of Trainers (ToT): Enhance facilitation skills for master trainers.
  2. Aadhar Enabled Biometric Attendance System (AEBAS): Ensure credibility of trainers and beneficiaries.
  3. CCTV recording of training programs: Avoid conflicts and ensure scheme integrity.
  4. Dedicated call center with helpline number.
  5. Mobile app-based Management Information System (MIS).
  6. Online monitoring of training processes.
  7. Total Outlay: Rs.1300 crores.

Indian Textile Sector Overview

  • Industrial Production: 14% contribution from the textile industry.
  • GDP Contribution: Approximately 4% in the Gross Domestic Product (GDP).
  • Export Earnings: Contributes 17% to export earnings.
  • Employment: Employs over 3.5 crores people, making it the second-largest employer after agriculture.

Government Initiatives for Textile Industry

  1. Venture Capital Fund: Establishment of a Rs. 100 crores fund to boost start-ups and innovation.
  2. FDI Allowance: 100% FDI through the automatic route.
  3. Integrated Processing Development Scheme (IPDS): Launched during the 12th Five Year Plan to create modern facilities for textile clusters.
  4. Technology Upgradation Fund Scheme (TUFS): Started in 1999 to encourage investments in textile and related sectors.
  5. Scheme for Integrated Textile Parks (SITP): Launched in 2005 to attract investments.
  6. PowerTex India Scheme (2017): Aimed at boosting the power loom sector.
  7. Silk Samagra Scheme: Launched to enhance the productivity of domestic silk.
  8. Jute-I CARE (2015): Initiative for jute cultivators.

Status of the Textile Sector in India
