This is <\/span><b>13 per cent <\/b><span style=\"font-weight: 400;\">of the <\/span><b>total Budget expenditure.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">However, the allocation for<\/span><b> FY25 is just about 1.9 per cent of the GDP.\u00a0<\/b><\/li>\n<\/ul>\n<\/li>\n<li><b>Hostile Neighbours<\/b><span style=\"font-weight: 400;\">: The <\/span><b>presence of hostile neighbours <\/b><span style=\"font-weight: 400;\">like <\/span><b>China<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Pakistan<\/b><span style=\"font-weight: 400;\"> makes it improbable for India to boost its self-defence and preparedness.<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt;\"><b>Challenges in Indigenisation of Indian Defence Sector<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Meeting India\u2019s procurement requirements: <\/b><span style=\"font-weight: 400;\">\u00a0Despite the government\u2019s efforts and an ambitious production target of<\/span><b> US$26 billion by 2025<\/b><span style=\"font-weight: 400;\">, <\/span><b>production<\/b><span style=\"font-weight: 400;\"> has <\/span><b>not grown significantly enough<\/b><span style=\"font-weight: 400;\"> to meet the <\/span><b>annual procurement requirements<\/b><span style=\"font-weight: 400;\"> of the armed forces. =\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>On the export front<\/b><span style=\"font-weight: 400;\">: Despite registering a<\/span><b> noticeable increase in international arms sales,<\/b><span style=\"font-weight: 400;\"> the industry is <\/span><b>way off the target set by the government.<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>For instance<\/b><span style=\"font-weight: 400;\">:<\/span><b> Hindustan Aeronautics Limited<\/b><span style=\"font-weight: 400;\">, the <\/span><b>biggest defence company in India<\/b><span style=\"font-weight: 400;\">, could not win an <\/span><b>international competition<\/b><span style=\"font-weight: 400;\"> for its light combat aircraft <\/span><b>Tejas<\/b><span style=\"font-weight: 400;\"> fighter in <\/span><b>Malaysia<\/b><span style=\"font-weight: 400;\">, which selected a <\/span><b>Korean alternative<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Lack of technological depth: <\/b><span style=\"font-weight: 400;\">Despite having a large production and R&#038;D base, lacks the t<\/span><b>echnological depths to design\/manufacture major system<\/b><span style=\"font-weight: 400;\">s and <\/span><b>critical parts<\/b><span style=\"font-weight: 400;\">, <\/span><b>components<\/b><span style=\"font-weight: 400;\">, and <\/span><b>raw materials<\/b><span style=\"font-weight: 400;\">, which are eventually imported.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The lack of technological depth is also one of the reasons why the<\/span><b> Indian government still prefers to licence manufactur<\/b><span style=\"font-weight: 400;\">e many major systems.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Licencing manufacturing: It<\/b><span style=\"font-weight: 400;\"> has an overwhelming <\/span><b>share of 58 percent in India\u2019s defence procurement, <\/b><span style=\"font-weight: 400;\">indicating the extent of India\u2019s external dependency.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Many Reforms are yet to be implemented in full letter and spirit: <\/b><span style=\"font-weight: 400;\">This has created a condition where the time between<\/span><b> reform announcements and their translation to actual contract, production, and delivery <\/b><span style=\"font-weight: 400;\">is unduly prolonged.\u00a0<\/span><\/li>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Delays in implementation<\/b><span style=\"font-weight: 400;\"> will remain a key challenge in the foreseeable future.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt;\"><b>Initiatives taken by Government<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Defence Production and Export Promotion Policy 2020 (DPEPP): <\/b><span style=\"font-weight: 400;\">It\u2019s\u00a0 guiding document of MoD to provide a <\/span><b>focused, structured and significant thrust <\/b><span style=\"font-weight: 400;\">to defence <\/span><b>production capabilities o<\/b><span style=\"font-weight: 400;\">f the country for <\/span><b>self-reliance and exports.<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The policy has laid out following<\/span><b> goals and objectives:<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">To achieve a <\/span><b>turnover of Rs 1,75,000 Crores (US$ 25Bn) <\/b><span style=\"font-weight: 400;\">including <\/span><b>export of Rs 35,000 Crore (US$ 5 Billion)<\/b><span style=\"font-weight: 400;\"> in Aerospace and Defence goods and services <\/span><b>by 2025<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">To develop a <\/span><b>dynamic, robust and competitive Defence industry<\/b><span style=\"font-weight: 400;\">, including Aerospace and Naval Shipbuilding industry to cater to the needs of Armed forces with quality products.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">To <\/span><b>reduce dependence on imports<\/b><span style=\"font-weight: 400;\"> and take forward <\/span><b>&#8220;Make in India&#8221; initiatives <\/b><span style=\"font-weight: 400;\">through domestic design and development.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">To promote<\/span><b> export of defence products<\/b><span style=\"font-weight: 400;\"> and become part of the <\/span><b>global defence value chains.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">To create an e<\/span><b>nvironment that encourages R&#038;D<\/b><span style=\"font-weight: 400;\">,<\/span><b> rewards innovation<\/b><span style=\"font-weight: 400;\">, creates <\/span><b>Indian IP ownership<\/b><span style=\"font-weight: 400;\"> and promotes a robust and self-reliant defence industry.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><b>Seven New 100% Government-Owned Corporate Entities: <\/b><span style=\"font-weight: 400;\">Following its policy of Atmanirbhar Bharat, the government took the historic decision to <\/span><b>convert the Ordnance Factory Board (OFB),<\/b><span style=\"font-weight: 400;\"> a subordinate <\/span><b>office of the Ministry of Defence<\/b><span style=\"font-weight: 400;\">, into seven new <\/span><b>100% government-owned corporate entities <\/b><span style=\"font-weight: 400;\">with professional management<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Earlier: <\/b><span style=\"font-weight: 400;\">\u00a041 ordnance factories in the country came under the OFB and <\/span><b>many were in losses and performing poorly.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>In 2020, the Ministry of Defence (MoD) prepared a list of 101 items: This<\/b><span style=\"font-weight: 400;\"> to be <\/span><b>produced indigenously<\/b><span style=\"font-weight: 400;\"> for which the <\/span><b>imports would be banned<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Department of Defence Production notified four positive indigenisation lists<\/span><b> consisting of 4,666 items.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Msmes And Startups Emerging As Key Partners:<\/b><span style=\"font-weight: 400;\">\u00a0 Department of Defence is moving fast and steadily towards the indigenisation goal, with<\/span><b> 40 to 50 licences being issued every year in defence production<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Not just big private groups such as Tata and Adani are involved in defence production but the government has been <\/span><b>encouraging MSMEs and startups too.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Innovations for Defense Excellence (iDEX):\u00a0 <\/b><span style=\"font-weight: 400;\">It is an initiative by the Government of India to modernise the nation\u2019s Defense industry.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It will empower a culture of technology<\/span><b> co-creation and co-innovation <\/b><span style=\"font-weight: 400;\">in the sector and <\/span><b>boost innovation<\/b><span style=\"font-weight: 400;\"> among the<\/span><b> start-ups and encourage<\/b><span style=\"font-weight: 400;\"> them to be a part of the ecosystem.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Defence Corridors: <\/b><span style=\"font-weight: 400;\">\u00a0The Government of India has established two Defence Industrial Corridors: <\/span><b>\u00a0UP Industrial Defense corridor and Tamil Nadu Defense corridor<\/b><span style=\"font-weight: 400;\">\u00a0 to reduce
