{"id":14248,"date":"2023-02-07T12:22:29","date_gmt":"2023-02-07T06:52:29","guid":{"rendered":"https:\/\/pwonlyias.com\/stage\/?p=14248"},"modified":"2023-06-26T06:28:52","modified_gmt":"2023-06-26T00:58:52","slug":"national-commission-for-scheduled-tribes-ncst","status":"publish","type":"current-affairs","link":"https:\/\/pwonlyias.com\/stage\/current-affairs\/national-commission-for-scheduled-tribes-ncst","title":{"rendered":"National Commission for Scheduled Tribes (NCST)"},"content":{"rendered":"<p><b>Context:<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u200b\u200bNCST is functioning with less than 50% of its sanctioned strength according to <\/span><span style=\"font-weight: 400;\">Ministry of Tribal Affairs (<\/span><span style=\"font-weight: 400;\">MoTA) data presented in Lok Sabha.<\/span><\/p>\n<p><b>About NCST:<\/b><\/p>\n<ul style=\"list-style-type: disc;\">\n<li><span style=\"font-weight: 400;\">The National Commission for Scheduled Tribes (NCST) was established by amending Article <\/span><b>338 and inserting a new Article 338A<\/b><span style=\"font-weight: 400;\"> in the Constitution through the Constitution (89th Amendment) <\/span><b>Act, 2003.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">By this amendment, the erstwhile National Commission for Scheduled Castes and Scheduled Tribes was replaced by two separate Commissions namely-\u00a0 \u00a0 \u00a0 \u00a0 \u00a0<\/span><span style=\"font-weight: 400;\">(i) The National Commission for Scheduled Castes (NCSC), and\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0<\/span><span style=\"font-weight: 400;\">(ii) The National Commission for Scheduled Tribes (NCST) w.e.f.\u00a0 February,\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 2004.<\/span><\/li>\n<li><b>Composition: <\/b><span style=\"font-weight: 400;\">It consists of a Chairperson, a Vice-Chairperson and 3 other Members who are appointed by the President by warrant under his hand and seal.<\/span><\/li>\n<li><b>Term: <\/b><span style=\"font-weight: 400;\">The term of office of Chairperson, Vice-Chairperson and each member is three years from the date of assumption of charge.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The Chairperson has been given the rank of Union Cabinet Minister, and the Vice-Chairperson that of a Minister of State and other Members have the rank of a Secretary to the Government of India.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/li>\n<\/ul>\n<p><b>Functions of the Commission:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><b>To investigate &#038; Monitor matters relating to Safeguards provided for ST<\/b><span style=\"font-weight: 400;\">s under the Constitution or under other laws or under Govt. Order, to evaluate the working of such Safeguards.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>To inquire into specific complaints<\/b><span style=\"font-weight: 400;\"> relating to Rights &#038; Safeguards of STs.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>To participate and Advise in the Planning Process<\/b><span style=\"font-weight: 400;\"> relating to Socio-economic development of STs, and to Evaluate the progress of their development under the Union and any State<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>To submit report to the President annually <\/b><span style=\"font-weight: 400;\">and as needed on the implementation of safeguards and programs for the welfare and socio-economic development of Scheduled Tribes.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>To discharge such other functions in relation to STs<\/b><span style=\"font-weight: 400;\"> as the President may, subject to the provisions of any law made by Parliament, by rule specify.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u00a0<\/span><b><i>Source: The Hindu, ncst.nic.in<\/i><\/b><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Context:\u00a0 \u200b\u200bNCST is functioning with less than 50% of its sanctioned strength according to Ministry of Tribal Affairs (MoTA) data presented in Lok Sabha.
