by<\/span><b> Education Minister Dharmendra Pradhan<\/b><span style=\"font-weight: 400;\"> , simplify and revise the Vice-Chancellor selection process for universities across India.<\/span><\/p>\n<h2><span style=\"font-size: 18pt;\"><b>Key Guidelines on Appointment of Vice-Chancellors<\/b><\/span><\/h2>\n<h4><span style=\"font-size: 15pt;\"><b>Mandatory Composition of the Search-cum-Selection Committee<\/b><\/span><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The composition of the Search-cum-Selection Committee is now mandatory for the selection of Vice-Chancellors in all universities established under a Central Act, Provincial Act, or State Act.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Chancellor or Visitor shall constitute the Search-cum-Selection Committee, which will include three experts for appointing Vice-Chancellors.<\/span><\/li>\n<\/ul>\n<p style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Previously, the regulations stated that the selection for the post of Vice-Chancellor should be conducted by a panel of 3\u20135 persons formed by a Search-cum-Selection Committee.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">\u00a0However,<\/span><b> they did not specify who would constitute the committee.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The new regulations clarify that the Chancellor will appoint the selection committee, and this process applies to state universities as well.<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt;\"><b>Governor\u2019s Role as Vice Chancellor<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Governors, in their capacit<\/span><b>y as Chancellors of state universities, <\/b><span style=\"font-weight: 400;\">now have greater control over the selection process and retain the final say in Vice-Chancellor appointments.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The<\/span><b> regulation does not explicitly mention the Governor<\/b><span style=\"font-weight: 400;\">, stating only that the<\/span><b> Chancellor shall appoint the selection committee.<\/b><\/li>\n<\/ul>\n<h4><span style=\"font-size: 15pt;\"><b>Vice Chancellor Eligibility Criteria<\/b><\/span><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Candidates for the<\/span><b> position of Vice-Chancellor<\/b><span style=\"font-weight: 400;\"> no longer need to be professors.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Eligible candidates include individuals with at least ten years of senior-level experience in industry, public administration, public policy, or public sector undertakings, provided they have a proven track record of significant academic or scholarly contributions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Previously, candidates were required to be distinguished academicians with at least ten years of experience as a professor or in a prominent academic or research leadership role.<\/span><\/li>\n<\/ul>\n<div class=\"vc_table_green\"><\/p>\n<table style=\"width: 99.7979%;\">\n<tbody>\n<tr>\n<th style=\"width: 100%; border-style: solid; border-color: #000000; background-color: rgba(184, 165, 217, 0.53); text-align: left; vertical-align: middle;\">\n<h2><span style=\"font-size: 18pt; color: #000000;\"><b>Governor\u2019s Role in University Matters<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">In most states, the Governor serves as the ex-officio Chancellor of state universities.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400; color: #000000;\">The Governor\u2019s powers and functions as Chancellor are defined by the statutes governing the universities within a particular state.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">As Governor, they act based on the<\/span><b> advice of the Council of Ministers, <\/b><span style=\"font-weight: 400;\">but<\/span><b> as Chancellor, they make independent decisions regarding university matters.<\/b><\/span><\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt; color: #000000;\"><b>Centre\u2019s Role in Education<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">Education falls under the Concurrent List, allowing both the Centre and states to legislate.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">However, <\/span><b>Entry 66 of the Union List<\/b><span style=\"font-weight: 400;\"> grants the Centre significant authority over the coordination and determination of standards in higher education institutions.<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400; color: #000000;\">The University Grants Commission plays a critical role in setting these standards, including those related to appointments in universities and colleges.<\/span><\/li>\n<\/ul>\n<\/th>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><\/div>\n<p style=\"text-align: style=\"font-weight: 400;\"> and<\/span><b> Academic officer<\/b><span style=\"font-weight: 400;\"> of the University.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Vice Chancellor shall be an<\/span><b> ex-officio member and Chairman <\/b><span style=\"font-weight: 400;\">of the <\/span><b>Executive Council, Academic Council <\/b><span style=\"font-weight: 400;\">and<\/span><b> the Finance Committee of the University<\/b><\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt;\"><b>Transparency in Selection<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The selection process will involve advertisements in<\/span><b> all-India newspapers and public notifications.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Applications can be <\/span><b>submitted through nominations or via a search process<\/b><span style=\"font-weight: 400;\"> conducted by the <\/span><b>Search-cum-Selection Committee.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Earlier,<\/span><b> State Cabinets recommended the Chancellor\u2019s nominee <\/b><span style=\"font-weight: 400;\">for this committee.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">However, in some states, <\/span><b>Governors as Chancellors began nominating their own candidates, leading to conflicts <\/b><span style=\"font-weight: 400;\">with state governments.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt;\"><b>Members of the Search-cum-Selection Committee<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The committee will comprise the following members:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">A nominee of the Visitor\/Chancellor, who will act as the Chairperson.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">A nominee of the Chairman of the University Grants Commission.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">A nominee of the apex body of the university, such as the Syndicate, Senate, Executive Council, Board of Management, or an equivalent body.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt;\"><b>Appointment Terms<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Chancellor or Visitor of the university will appoint the Vice-Chancellor from the panel of names recommended by the Search-cum-Selection Committee.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Vice-Chancellor\u2019s term will be five years or until they reach the age of 70, whichever is earlier.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Vice-Chancellors are eligible for reappointment for one additional term, following the prescribed appointment procedure.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Appointments made outside the prescribed regulations will be considered null and void.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span class=\"vc_button\"><a programs.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Such institutions<\/span><b> may also be removed<\/b><span style=\"font-weight: 400;\"> from the list of <\/span><b>Higher Educational Institutions (HEIs) <\/b><span style=\"font-weight: 400;\">maintained under Sections 2(f) and 12B of the<\/span><b> UGC Act, 1956.<\/b><\/li>\n<\/ul>\n<div
