{"id":153770,"date":"2025-02-01T19:10:53","date_gmt":"2025-02-01T13:40:53","guid":{"rendered":"https:\/\/pwonlyias.com\/stage\/?post_type=current-affairs&#038;p=153770"},"modified":"2025-02-01T19:10:53","modified_gmt":"2025-02-01T13:40:53","slug":"news-in-shorts-01-february-2025","status":"publish","type":"current-affairs","link":"https:\/\/pwonlyias.com\/stage\/current-affairs\/news-in-shorts-01-february-2025","title":{"rendered":"News in Shorts: 01 February 2025"},"content":{"rendered":"<h2 style=\"text-align: center;\"><span style=\"font-size: 18pt;\"><b>RBI\u2019s Digital Payments Index (RBI-DPI)<\/b><\/span><\/h2>\n<p><b>Context: <\/b><span style=\"font-weight: 400;\">The <\/span><b>RBI\u2019s Digital Payments Index (RBI-DPI) <\/b><span style=\"font-weight: 400;\">has been released recently.<\/span><\/p>\n<h3><span style=\"font-size: 16pt;\"><b>Key Highlights of the Index<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The<\/span><b> DPI for September 2024 stands at 465.33,<\/b><span style=\"font-weight: 400;\"> up from 445.50 in March 2024.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>\u00a0Volume Basis: <\/b><span style=\"font-weight: 400;\">The<\/span><b> total value of digital payments grew<\/b><span style=\"font-weight: 400;\"> from \u20b95.86 lakh crore in 2018<\/span><b> to \u20b9246.83 lakh crore in 2024.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>CAGR:<\/b><span style=\"font-weight: 400;\"> Digital Payments<\/span><b> grew with a five-year CAGR of 89.3 per cent<\/b><span style=\"font-weight: 400;\"> and<\/span><b> 86.5 per cent in terms of volume and value,<\/b><span style=\"font-weight: 400;\"> respectively,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Unified Payments Interface (UPI):<\/b><span style=\"font-weight: 400;\"> It contributed the most to India\u2019s digital payments growth with its<\/span><b> share in the country\u2019s digital payments rising from 34 per cent in 2019 to 83 per cent<\/b><span style=\"font-weight: 400;\"> in 2024<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It grew with a remarkable<\/span><b> CAGR (cumulative average growth rate) of 74 per cent <\/b><span style=\"font-weight: 400;\">over the last five years.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Volume: <\/b><span style=\"font-weight: 400;\">The volume of UPI transactions rose<\/span><b> from 375 crore in 2018 to 17,221 crore in 2024<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Share of Other Payment Systems: T<\/b><span style=\"font-weight: 400;\">he share of\u00a0 <\/span><b>RTGS, NEFT, IMPS, credit cards, and debit cards fell from 66 per cent to 17 per cent.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Reason for Growth:<\/b><span style=\"font-weight: 400;\"> The increase in the RBI-DPI index was <\/span><b>driven by growth in payment infrastructure and payment performance <\/b><span style=\"font-weight: 400;\">across the country over the period,\u00a0<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span class=\"vc_button\"><a href=\"https:\/\/www.pw.live\/batches\/upsc?utm_source=seo+upsc+batch&#038;utm_medium=seo+upsc&#038;utm_campaign=seo&#038;utm_id=upsc\" target=\"_blank\" rel=\"noopener\">Enroll now for UPSC Online Course<\/a><\/span><\/p>\n<h3><span style=\"font-size: 16pt;\"><b>About Digital Payments Index (RBI-DPI)<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is an Index <\/span><b>to gauge the extent of digitisation of payments <\/b><span style=\"font-weight: 400;\">across the country.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The index is <\/span><b>released on a semi-annual basis.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Launched:<\/b><span style=\"font-weight: 400;\"> The RBI has been publishing the<\/span><b> composite RBI-DPI since 1 January 2021.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Base Year: March 2018 <\/b><span style=\"font-weight: 400;\">has been taken as the base year with\u00a0 the DPI score set at 100.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Parameters: I<\/b><span style=\"font-weight: 400;\">t measures the <\/span><b>penetration and deepening of digital payments<\/b><span style=\"font-weight: 400;\"> over different periods. These are,<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Payment Enablers (weightage 25 per cent):<\/b><span style=\"font-weight: 400;\"> It includes Internet, Mobile, Aadhaar, Bank accounts, Participants and Merchants.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Payment Infrastructure (Demand-side factors (10 per cent): <\/b><span style=\"font-weight: 400;\">Debit cards, Credit cards, PPI, FASTags, Mobile and Internet banking.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Payment Infrastructure (Supply-side factors (15 per cent): <\/b><span style=\"font-weight: 400;\">Bank Branches, Business Correspondents, ATMs, PoS Terminals, QR Codes and Intermediaries.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Payment Performance (45 per cent): D<\/b><span style=\"font-weight: 400;\">igital Payment Systems- Value, Unique users, Paper clearing, currency in circulation and cash withdrawals.<\/span><\/li>\n<li><b>Consumer Centricity (5 per cent): <\/b><span style=\"font-weight: 400;\">Awareness and Education, Declines, Complaints, Fraud and Systems downtime.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<h2 style=\"text-align: center;\"><span style=\"font-size: 18pt;\"><b>Karnataka allows\u00a0 Euthanasia for the Terminally Ill<\/b><\/span><\/h2>\n<p><b>Context: <\/b><span style=\"font-weight: 400;\">The <\/span><b>Karnataka Health Department has issued an order <\/b><span style=\"font-weight: 400;\">to implement the Supreme Court\u2019s ruling <\/span><b>allowing terminally ill patients to die with dignity.<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Karnataka is the second State after Kerala<\/b><span style=\"font-weight: 400;\"> to implement the directive.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Terminally Ill Patients: Passive euthanasia i<\/b><span style=\"font-weight: 400;\">s allowed for the Terminally ill patients with<\/span><b> no hope of recovery or those who are in a persistent vegetative state<\/b><span style=\"font-weight: 400;\"> and where the patient no longer benefits from life-sustaining treatment.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 16pt;\"><b>About The Supreme Court\u2019s Judgement\u00a0<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Common Cause v\/s Union of India 2018:<\/b><span style=\"font-weight: 400;\"> A <\/span><b>five-Judge Bench of the Supreme Court <\/b><span style=\"font-weight: 400;\">has held that the<\/span><b> right to die with dignity is a fundamental right under Article 21.<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Living Will: <\/b><span style=\"font-weight: 400;\">An <\/span><b>individual\u2019s right to execute advance medical directives is an assertion of the right to bodily integrity <\/b><span style=\"font-weight: 400;\">and self-determination and does not depend on any recognition or legislation by a State.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The judgement<\/span><b> legalised passive euthanasia and the execution of Living Wills<\/b><span style=\"font-weight: 400;\"> under strict guidelines.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 16pt;\"><b>Guidelines For Living Wills<\/b><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">It<\/span><b> recognises the rights and duties of both doctors and patients,<\/b><span style=\"font-weight: 400;\"> and allows for extensive independent expert opinion and the informed consent of next-of-kin\/ surrogate decision-makers.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Eligibility: <\/b><span style=\"font-weight: 400;\">Living wills are written documents<\/span><b> made by a person of age 18 years or older <\/b><span style=\"font-weight: 400;\">with sound mind and free from coercion.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Appoint Guardians: <\/b><span style=\"font-weight: 400;\">The document should <\/span><b>detail at least two surrogate decision-makers <\/b><span style=\"font-weight: 400;\">who can make decisions on behalf of the person if they lose decision-making capacity.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Legality: <\/b><span style=\"font-weight: 400;\">The document <\/span><b>has to be signed in the presence of an executor and two witnesses,<\/b><span style=\"font-weight: 400;\"> and <\/span><b>attested before a notary<\/b><span style=\"font-weight: 400;\"> or gazetted officer.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span class=\"vc_button\"><a Hospitals\u00a0<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Assessment: <\/b><span style=\"font-weight: 400;\">The treating hospital should constitute a <\/span><b>Primary Medical Board <\/b><span style=\"font-weight: 400;\">to assess the patient\u2019s condition, and to recommend whether to withdraw life-sustaining treatment.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The board i<\/span><b>s composed of the treating doctor and two subject-matter experts <\/b><span style=\"font-weight: 400;\">with at least five years of experience.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Review: A Secondary Medical Board<\/b><span style=\"font-weight: 400;\">, (set up by the hospital) reviews the decision of the Primary Medical Board.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It <\/span><b>comprises a registered medical practitioner nominated by the district Chief Medical Officer<\/b><span style=\"font-weight: 400;\">, along with two subject-matter experts with at least five years of experience.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Informed Consent: <\/b><span style=\"font-weight: 400;\">The persons nominated by the patient in the living will or<\/span><b> surrogate decision-makers <\/b><span style=\"font-weight: 400;\">(where there is no directive) <\/span><b>must consent to the withholding or withdrawal of treatment.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>hospital must notify <\/b><span style=\"font-weight: 400;\">decisions on
