\u201c<\/span><b>Cali Fund<\/b><span style=\"font-weight: 400;\">\u201d was<\/span><b> launched recently at\u00a0 COP16 to The Convention on Biological Diversity <\/b><span style=\"font-weight: 400;\">in Rome.<\/span><\/p>\n<h2><span style=\"font-size: 18pt;\"><b>About The \u201cCali Fund \u2013 For the Fair and Equitable Sharing of Benefits from the use of Digital Sequence Information on Genetic Resources (DSI)\u201d<\/b><\/span><\/h2>\n<ul>\n<li><b>Adoption: <\/b><span style=\"font-weight: 400;\">The Cali Fund was<\/span><b> part of a Multilateral Mechanism on the fair and equitable sharing of benefits<\/b><span style=\"font-weight: 400;\"> arising from the use of digital sequence information on genetic resources <\/span><b>adopted at COP 15 of the CBD in 2022<\/b><span style=\"font-weight: 400;\"> alongside the Kunming-Montreal Global Biodiversity Framework.\u00a0<\/span>\n<ul>\n<li><b>Established:<\/b><span style=\"font-weight: 400;\"> The fund was<\/span><b> officially created at COP16 in Colombia 2024<\/b><span style=\"font-weight: 400;\">, setting up a global system for sharing benefits from DSI.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Goal: <\/b><span style=\"font-weight: 400;\">The Fund\u00a0 is a forward step towards<\/span><b> meeting Goal C and Target 13 of the Kunming-Montreal Global Biodiversity Framework (KMGBF) goal <\/b><span style=\"font-weight: 400;\">of stopping and reversing biodiversity loss by 2030.<\/span><\/li>\n<li><b>Managed By: The United Nations Development Programme (UNDP<\/b><span style=\"font-weight: 400;\">) and <\/span><b>United Nations Environment Programme <\/b><span style=\"font-weight: 400;\">will manage the fund.\u00a0<\/span><\/li>\n<li><b>Hosted By: The Multi-Partner Trust Fund Office (MPTFO)<\/b><span style=\"font-weight: 400;\"> will handle administrative tasks.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Secretariat:\u00a0 Cali Fund Secretariat will be <\/span><b>hosted by the Convention on Biological Diversity (CBD) secretariat.<\/b><\/li>\n<li><b>Objective: To mobilize funding from the private sector for biodiversity action<\/b><span style=\"font-weight: 400;\">, ushering a new era for biodiversity finance in support of the three objectives of the CBD and the implementation of the Kunming- Montreal Global Biodiversity Framework (KMGBF).<\/span><\/li>\n<li><b>Mechanism:\u00a0<\/b>\n<ul>\n<li><b>Private Sector Contribution: <\/b><span style=\"font-weight: 400;\">The Fund will receive d<\/span><b>irect contributions from the private sector as companies making commercial use of <\/b><span style=\"font-weight: 400;\">digital sequence information on genetic resources are expected to contribute<\/span><b> a portion of their business revenue to the Fund.<\/b><\/li>\n<li><b>Benefactors: At least 50 per cent of the Cali Fund resource<\/b><span style=\"font-weight: 400;\">s will be allocated to the self-identified needs of<\/span><b> indigenous peoples and local communities, i<\/b><span style=\"font-weight: 400;\">ncluding women and youth.<\/span><\/li>\n<li><b>Contributors: Large companies and other major entities in sectors highly dependent on the use of DSI <\/b><span style=\"font-weight: 400;\">like,<\/span>\n<ul>\n<li><b>Pharmaceuticals, cosmetics, plant and animal breeding<\/b><span style=\"font-weight: 400;\"> and agricultural biotechnology, industrial biotechnology, laboratory equipment associated with the sequencing and use of DSI on genetic resources and information, scientific and technical services related to DSI on genetic resources, including artificial intelligence.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Exemption:\u00a0 Academic, public databases, public research institutions and comp<\/b><span style=\"font-weight: 400;\">anies operating in the concerned sectors but not relying on DSI are exempt from contributions to the Cali Fund.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Significance:\u00a0<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Support Biodiversity Conservation Projects: <\/b><span style=\"font-weight: 400;\">The Fund will contribute to the success and support of various biodiversity conservation projects across the world.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Help Implement Biodiversity Action Plans: T<\/b><span style=\"font-weight: 400;\">he Fund will support the delivery of National Biodiversity Strategies and Action Plans (NBSAPs) by developing country parties under KMGBF and CBD<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Fund Scientific Research: <\/b><span style=\"font-weight: 400;\">The fund will boost scientific research on biodiversity and bridge existing gaps in the way countries generate, access, use, analyze and store DSI.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Collective Action: T<\/b><span style=\"font-weight: 400;\">he fund will be a pioneer in<\/span><b> initialising collective action in support of biodiversity as it for the first time brings the<\/b><span style=\"font-weight: 400;\"> private sector in its ambit recognising their responsibilities to give back to nature.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt;\"><b>About The Digital Sequence Information (DSI) on Genetic Resources<\/b><\/span><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">Digital sequence information on genetic resources<\/span><b> is a \u2018placeholder\u2019 term used in international policy discussions<\/b><span style=\"font-weight: 400;\">, particularly under the Convention on Biological Diversity <\/span><b>to\u00a0 refer to data derived from dematerialized genetic resources, including DNA, RNA, and Protein sequences.<\/b><\/li>\n<li><b>Scope:<\/b><span style=\"font-weight: 400;\"> DSI and its implications is actively discussed under various instruments including,<\/span>\n<ul>\n<li><b>The Convention on Biological Diversity, the International Treaty on Plant Genetic Resources for Food and Agriculture, <\/b><span style=\"font-weight: 400;\">the WHO Pandemic Influenza Preparedness Framework and the UN Convention on the Law of the Sea.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Significance:<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">DSI is essential for<\/span><b> research in various fields, including public health, medicine, biodiversity, plan<\/b><span style=\"font-weight: 400;\">t and animal breeding, and evolution research.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Conservation and Sustainable Use:<\/b><span style=\"font-weight: 400;\"> DSI is a critical tool for the conservation and sustainable use of genetic resources to <\/span><b>deal with vital issues such as human, animal and plant health, food security, climate change mitigation and the environment.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Environmental and Biological Research: I<\/b><span style=\"font-weight: 400;\">t contributes to the <\/span><b>understanding of the molecular basis of life and evolutio<\/b><span style=\"font-weight: 400;\"> Earth Summit.<\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><b>Membership:<\/b><span style=\"font-weight: 400;\"> It is a <\/span><b>legally binding treaty biotechnology.<\/span><\/span>\n<ul>\n<li><span style=\"color: #000000;\"><b>Parties: It currently has 173 Parties\u00a0<\/b><\/span><\/li>\n<li><span style=\"color: #000000;\"><b>Focus: It is on safe transport, handling, and use of living<\/b><span style=\"font-weight: 400;\"> modified organisms, considering their potential adverse effects on biodiversity and human health.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"color: #000000;\"><b>The Nagoya Protocol: <\/b><span style=\"font-weight: 400;\">It entered<\/span><b> into force in 2014 and provides a transparent bilateral legal framework<\/b><span style=\"font-weight: 400;\"> to providers and users for t<\/span><b>he fair and equitable sharing of benefits derived from genetic resources.<\/b><\/span>\n<ul>\n<li><span style=\"color: #000000;\"><b>Members: It has 141 Parties.\u00a0<\/b><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt; color: #000000;\"><b>About The Kunming-Montreal Global Biodiversity Framework<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">It is an international Framework <\/span><b>\u00a0to protect and restore biodiversity by 2030 and reach the global vision of a world living in harmony with nature by 2050.\u00a0<\/b><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><b>Adoption: <\/b><span style=\"font-weight: 400;\">It was adopted during the <\/span><b>fifteenth meeting of the Conference of the Parties (COP 15) of Convention on Biological Diversity (CBD) in 2022.<\/b><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><b>Targets:<\/b><span style=\"font-weight: 400;\">\u00a0 The Framework provides <\/span><b>4 goals for 2050 and 23 targets for 2030 a<\/b><span style=\"font-weight: 400;\">nd
