technology<\/span><b> transfer agreement with a private company.<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">The agreement allows Pioneer<\/span><b> Clean AMPS Pvt Limited to manufacture trainer aircraft in India.<\/b><\/li>\n<\/ul>\n<h3><span style=\"font-size: 16pt;\"><b>About the Hansa-3 NG Aircraft<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Hansa-3 NG<\/b><span style=\"font-weight: 400;\"> is a <\/span><b>two-seater trainer aircraft.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is the latest version of the <\/span><b>HANSA planes<\/b><span style=\"font-weight: 400;\"> designed by NAL since 1998.<\/span><\/li>\n<li><span aria-level=\"2\"><span style=\"font-weight: 400;\">India,<\/span><b> home to 18% of the global population, <\/b><span style=\"font-weight: 400;\">faces a significant mental health crisis, with mental disorders being the second leading cause of years lived with disability (YLDs) and suicide ranking as the third leading cause of death in many states.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Objective:<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">To <\/span><b>exponentially scale up the reach of mental health services<\/b><span style=\"font-weight: 400;\"> to anybody who reaches out, across India, any time, by setting up a 24&#215;7 tele-mental health facility in each of the States and UTs of the country.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<h2 style=\"text-align: center;\"><span style=\"font-size: 18pt;\"><b>Vibrant Villages Programme-II<\/b><\/span><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">The Union Cabinet chaired by the Prime Minister <\/span><b>approved the Vibrant Villages Programme -II (VVP-II) <\/b><span style=\"font-weight: 400;\">as a<\/span><b> Central Sector Scheme (100% Centre funding).<\/b><\/li>\n<li><b>Budget outlay<\/b><span style=\"font-weight: 400;\">: Rs.6,839 crore<\/span><\/li>\n<li><b>Objective:<\/b> <span style=\"font-weight: 400;\">To <\/span><b>create better living conditions and adequate livelihood opportunities <\/b><span style=\"font-weight: 400;\">to ensure prosperous and safe borders, control trans-border crime and assimilate the border population with the nation and inculcate them <\/span><b>\u2018as eyes and ears of the border guarding forces\u2019, <\/b><span style=\"font-weight: 400;\">crucial for internal Bihar, Gujarat, J&#038;K (UT), Ladakh (UT), Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttarakhand, Uttar Pradesh, and West Benga<\/b><span style=\"font-weight: 400;\">l until FY <\/span><b>2028-29.<\/b><\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<h2 style=\"text-align: center;\"><span style=\"font-size: 18pt;\"><b>&#8216;Baku to Belem Roadmap&#8217;<\/b><\/span><\/h2>\n<p><b>Context:<\/b> <span style=\"font-weight: 400;\">India strongly pushed for teamwork among BRICS nations to tackle climate change and meet the 2030 Climate Agenda during the 11th BRICS Environment Ministers\u2019 Meeting held in Brasilia, Brazil.<\/span><\/p>\n<h3><span style=\"font-size: 16pt;\"><b>What is &#8216;Baku to Belem Roadmap&#8217;?<\/b><\/span><\/h3>\n<ul>\n<li><span style=\"font-weight: 400;\">The Roadmap is an ambitious <\/span><b>climate finance framework <\/b><span style=\"font-weight: 400;\">initiated between <\/span><b>COP29 (held in Baku, Azerbaijan) and COP30 (scheduled in Bel\u00e9m, Brazil).<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Its main goal is to raise <\/span><b>USD 1.3 trillion every year by 2035 <\/b><span style=\"font-weight: 400;\">\u00a0to support <\/span><b>Nationally Determined Contributions (NDCs).<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">The money will help developing countries take action on climate change.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400;\">It is expected to be finalized at COP30 (Belem, Brazil, November 2025).<\/span><\/li>\n<li><b>Organisations Involved:<\/b><span style=\"font-weight: 400;\"> UNFCCC COP Presidencies (Azerbaijan and Brazil).\u00a0<\/span><\/li>\n<li><span
