ordered by the National Consumer Disputes Redressal Commission (NCDRC) to pay a fine of \u20b91.5 crore for negligence and unethical practices.\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The hospital had mistakenly used donor semen that did not belong to the person during an in vitro fertilization procedure.<\/span><\/li>\n<\/ul>\n<p><b>Order of NCDRC:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There is a <\/span><b>need to make it mandatory for Assisted Reproductive Technology (ART)<\/b><span style=\"font-weight: 400;\"> centres to issue <\/span><b>DNA profiling of babies<\/b><span style=\"font-weight: 400;\"> born through ART procedures.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The commission has conveyed this to the National Medical Council and the Ministry of Health and Family Welfare.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">NCDRC has observed that<\/span><b> mushrooming of IVF clinics has made unethical practices<\/b><span style=\"font-weight: 400;\"> rampant in India.<\/span><\/li>\n<\/ul>\n<table>\n<tbody>\n<tr>\n<td><b>About National Consumer Disputes Redressal Commission (NCDRC):<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is a <\/span><b>quasi-judicial commission<\/b><span style=\"font-weight: 400;\"> in India which was set up in 1988 under the <\/span><b>Consumer Protection Act of 1986<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Head office<\/b><span style=\"font-weight: 400;\">: New Delhi.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Headed by<\/b><span style=\"font-weight: 400;\">: a sitting or a retired Judge of the Supreme Court of India or a sitting or a retired Chief Justice of High Court.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Jurisdiction<\/b><span style=\"font-weight: 400;\">:-\u00a0<\/span>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">To entertain a complaint valued more than two crore<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Appellate and Revisional jurisdiction from the orders of State Commissions or the District fora as the case may be.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400;\"><b>Appeal<\/b><span style=\"font-weight: 400;\">: Any person aggrieved by an order of NCDRC,\u00a0 may prefer an Appeal against such order to Supreme Court of India within a period of 30 days.<\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><b>What does Assisted Reproductive Technology (ART) mean?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">ART includes <\/span><b>all fertility treatments <\/b><span style=\"font-weight: 400;\">in which both eggs and embryos are handled.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In general, ART procedures involve surgically removing eggs from a woman\u2019s ovaries, combining them with sperm in the laboratory, and returning them to the woman\u2019s body.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This mainly includes <\/span><b>In Vitro Fertilisation (IVF), ICSI, cryopreservation of gametes (egg or sperm) or embryos, PGT (Preimplantation Genetic Testing).\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Through these procedures, many couples with otherwise untreatable infertility have given birth to healthy babies.<\/span><\/li>\n<\/ul>\n<p><b>Types of ART:<\/b><\/p>\n<ul>\n<li><b>In Vitro Fertilization (IVF):<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">IVF is a method of assisted reproduction in which the woman\u2019s eggs and man\u2019s sperms are fertilised outside the body in a laboratory dish, which is why it is also called a \u2018test tube baby\u2019.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">One or more of these fertilised eggs (embryos) are then transferred in the woman\u2019s womb, so that they can stick in the uterine lining and grow.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Intracytoplasmic Sperm Injection (ICSI):<\/b>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This is a special technique that is most useful for male factor infertility where the sperm count or quality is very poor.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This mainly involves the same initial steps as for IVF, except that for the process of fertilisation, a <\/span><b>special needle is used to inject the sperms inside the egg<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Cryopreservation of Gametes\/Embryos:<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Cryopreservation or freezing is a technique in which the <\/span><b>embryos, eggs and sperms are frozen in liquid nitrogen at -196 degree centigrade<\/b><span style=\"font-weight: 400;\"> for prolonged periods.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This is very useful for couples undergoing IVF treatment who have spare embryos left after the embryo transfer.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Preimplantation Genetic Testing (PGT)\u00a0<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">It is an early form of prenatal genetic diagnosis where abnormal embryos are identified.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This enables the identification and <\/span><b>selection of genetically healthy embryos<\/b><span style=\"font-weight: 400;\">, thus improving the chances of a healthy pregnancy.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This technique is a boon for <\/span><b>couples who are either carriers of or suffer from genetic disorders<\/b><span style=\"font-weight: 400;\"> that can be passed to their
