{"id":28217,"date":"2023-07-21T19:54:46","date_gmt":"2023-07-21T14:24:46","guid":{"rendered":"https:\/\/pwonlyias.com\/stage\/?post_type=current-affairs&#038;p=28217"},"modified":"2025-03-03T12:12:26","modified_gmt":"2025-03-03T06:42:26","slug":"rule-176-vs-rule-267","status":"publish","type":"current-affairs","link":"https:\/\/pwonlyias.com\/stage\/current-affairs\/rule-176-vs-rule-267","title":{"rendered":"Rule 176 vs Rule 267"},"content":{"rendered":"<p><b>Context:<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The opening day of the Monsoon Session of Parliament was disrupted after the government and the Opposition <\/span><b>differed on the format of the discussion<\/b><span style=\"font-weight: 400;\"> on the Manipur situation.<\/span><\/p>\n<p><b>What is Rule 267, and Rule 176?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Rule 267 is for the<\/span><b> suspension of rules to accommodate specific business<\/b><span style=\"font-weight: 400;\">, while <\/span><b>Rule 176 allows short-duration<\/b><span style=\"font-weight: 400;\"> discussions on urgent matters of public importance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Rule 267 gives a Rajya Sabha MP special power to suspend the pre-decided agenda of the House, with the approval of the Chairman.<\/span><\/li>\n<\/ul>\n<table>\n<tbody>\n<tr>\n<td><b>Rule 267<\/b><\/td>\n<td><b>Rule 176<\/b><\/td>\n<\/tr>\n<tr>\n<td>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Rule 267:<\/b><span style=\"font-weight: 400;\"> Relates to <\/span><b>suspension of rules<\/b><span style=\"font-weight: 400;\"> in the Council of States<\/span><b> (Rajya Sabha).<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Member&#8217;s Right to Move for Suspension: Any member can move<\/b><span style=\"font-weight: 400;\">, with the Chairman&#8217;s consent, <\/span><b>to suspend the application of any rule<\/b><span style=\"font-weight: 400;\"> related to the business listed before the Council on a <\/span><b>particular day.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Temporary Suspension on Carrying the Motion: <\/b><span style=\"font-weight: 400;\">If the motion to suspend the rule is carried, the <\/span><b>rule in question shall be temporarily suspended.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Exceptions:<\/b><span style=\"font-weight: 400;\">This rule <\/span><b>does not apply if there is already a specific provision<\/b><span style=\"font-weight: 400;\"> for the suspension of a rule under a particular chapter of the Rules.<\/span><\/li>\n<\/ul>\n<\/td>\n<td>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Rule 176:<\/b><span style=\"font-weight: 400;\"> Pertains to <\/span><b>short-duration discussions<\/b><span style=\"font-weight: 400;\"> in the Council of States<\/span><b> (Rajya Sabha).<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Member&#8217;s Right to Give Written Notice:<\/b> <b>Any member can give written notice<\/b><span style=\"font-weight: 400;\"> to the Secretary-General, expressing their desire to raise a discussion on a <\/span><b>matter of urgent public importance.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Specification of the Matter and Explanatory Note: <\/b><span style=\"font-weight: 400;\">The notice must specify the matter to be raised clearly and precisely and be accompanied by an explanatory note stating reasons for the discussion.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Support from Other Members: <\/b><span style=\"font-weight: 400;\">The notice must also be supported by the signatures of <\/span><b>at least two other members.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Fixing Date and Time for Discussion: <\/b><span style=\"font-weight: 400;\">Once the Chairman admits the notice, he, in consultation with the Leader of the Council, will fix the date and time for the discussion, which <\/span><b>should not exceed two and a half hours.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>No Formal Motion or Voting: <\/b><span style=\"font-weight: 400;\">There shall be <\/span><b>no formal motion or voting during a short-duration discussion<\/b><span style=\"font-weight: 400;\">;
