{"id":5094,"date":"2021-02-20T13:34:29","date_gmt":"2021-02-20T08:04:29","guid":{"rendered":"https:\/\/pwonlyias.com\/stage\/?page_id=5094"},"modified":"2024-01-29T18:32:32","modified_gmt":"2024-01-29T13:02:32","password":"","slug":"international-solar-alliance-isa","status":"publish","type":"docs","link":"https:\/\/pwonlyias.com\/stage\/docs\/international-solar-alliance-isa","title":{"rendered":"International Solar Alliance (ISA)"},"content":{"rendered":"<table>\n<tbody>\n<tr>\n<td style=\"border-style: solid; border-color: #000000; background-color: #ff5e00; text-align: center;\">\n<h2><span style=\"font-size: 24pt; color: #ffffff;\"><strong>International Solar Alliance (ISA): Driving Solar Energy Transformation for a Sustainable Future<\/strong><\/span><\/h2>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u00a0\u00a0<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span style=\"font-size: 18pt; color: #ff6600;\"><strong>International Solar Alliance (ISA) Overview<\/strong><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The International Solar Alliance is an alliance of more than 120 countries, most of them being sunshine countries, which come either completely or partly between the Tropic of Cancer and the Tropic of Capricorn.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The primary objective is to collectively work for efficient exploitation of solar energy to reduce dependence on fossil based fuels.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This initiative was proposed by our Prime Minister of India first during his speech at Wembley Stadium, London.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This initiative was launched at the India Africa Summit and a meeting was held among them before the conclave of 2015 United Nations Climate Change Conference in Paris in November 2015.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This is a treaty-based intergovernmental organization. The alliance will take the shape of an international treaty once its rules are worked out.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Headquarters is in India With its Interim Secretariat being set up in Gurugram.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The agreement will become operational after at least 15 countries have ratified it.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The framework agreement says that the members of International Solar Alliance would take coordinated actions through programmes and activities that will aggregate the demands for solar finance, solar technologies, innovation, research and development, and capacity building.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The ISA aims to develop cost-efficient solar technologies and applications.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is also expected to mobilize $1 trillion for funding solar energy projects by 2030.<\/span><\/li>\n<\/ul>\n<h3><span style=\"color: #ff6600; color: #ff6600;\"><strong>Target of International Solar Alliance (ISA)<\/strong><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The ISA has set a target of 1 TW of solar energy by 2030, which would require $ 1 trillion to achieve.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India has set a target of 175 GW of renewable energy capacity by 2022, which includes 100 GW of solar energy.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 18pt; color: #ff6600;\"><strong>Significance of International Solar Alliance (ISA)<\/strong><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The role of the International Solar Alliance is extremely important in fulfilling the 2030 SDG goals and objectives of the Paris Agreement on Climate Change.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India had pledged at the UN Climate Action Summit 2019 to increase the renewable energy capacity of India to 175 gigawatts (GW) by 2022 and further increase it 450 GW.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The alliance objectives include lowering the cost of energy, increasing investment in renewable energy, training and sharing of knowledge and technology among the member nations.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To sum up, it can be stated that ISA is certainly going to add a new dynamism to energy diplomacy in the 21st century.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 18pt; color: #ff6600;\"><strong>First Assembly of ISA (2018):<\/strong><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For building domestic capacity of the ISA member countries programmes such as STAR \u2013 C Programme, development of the Infopedia have been launched.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">STAR C is a Solar Technology Application Resource Centre project.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Infopedia is an online platform dedicated to the dissemination of information, best practices and knowledge on Solar Energy.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The International Solar Alliance sent country missions to eight countries over the course of 2019 in order to understand the challenges and issues \u2018on the ground\u2019.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">International Solar Alliance has significantly extended outreach and has partnered with over 40 organizations. These broadly include the United Nations (UN),Multilateral Development Banks (MDBs), Development Finance Institutions (DFIs), etc.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 18pt; color: #ff6600;\"><strong>Second Assembly of ISA (2019):<\/strong><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Assembly is the supreme decision making body of the ISA, and gives directions on various administrative, financial and programme related issues.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India(represented by the Minister for New and Renewable Energy and Power) is the President and France is the Co-President of the ISA Assembly.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Till now, 81 countries of the 121 prospective member countries have signed the Framework Agreement of the International Solar Alliance. Of these, 58 countries have ratified the same.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">During the first Assembly of the International Solar Alliance, an Indian resolution to extend the Membership of the organisation to all countries that are Members of the United Nations was adopted.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 18pt; color: #ff6600;\"><strong>International Solar Alliance (ISA) World Solar Technology Summit 2020<\/strong><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The International Solar Alliance to organize the First World Solar Technology Summit on 8th September, 2020 on a virtual platform.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The objective of the event is to bring the spotlight on state-of-the-art technologies as well as next-generation technologies which will provide impetus to the efforts towards harnessing solar energy more efficiently.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Four Sessions: The event will hold four technical sessions that would be available to the participants in different languages namely English, Spanish, French &#038; Arabic.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 18pt; color: #ff6600;\"><strong>International Solar Alliance (ISA) World Solar Bank:<\/strong><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">International Solar Alliance (ISA) aims to create a World Solar Bank with authorized capital of $15 billion to fund projects, a senior official said. A special finance vehicle is needed for funding solar projects.<\/span><\/li>\n<\/ul>\n<table>\n<tbody>\n<tr>\n<td style=\"border-style: solid; border-color: #000000; background-color: #e9ebe8;\">\n<h3><span style=\"color: #ff6600; font-size: 18pt;\"><strong>I JOSE<\/strong><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">ISA would also launch the ISA Journal on Solar Energy (I JOSE) that would help authors from across the globe to publish their articles on solar energy, during the event.<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u00a0\u00a0<\/span><\/p>\n<h3><span style=\"font-size: 18pt; color: #ff6600;\"><strong>Issues and Challenges of International Solar Alliance (ISA):<\/strong><\/span><\/h3>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Many critics are of the opinion that alliance is more a platform for some countries to showcase their technologies and programmes.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Many member countries of ISA have poor capabilities, therefore they do not know how best to leverage the platform.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The cost of solar installations remains high in many of the ISA countries. For example \u2013 Most African countries have a high Most Favored Nation (MFN) tariff for photovoltaic (PV) cells, modules and semiconductor devices. Same happens with the Pacific island countries. High tariffs are detrimental to cost effective solar development.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 18pt; color: #ff6600;\"><strong>Way Forward:<\/strong><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">There should be greater clarity and better communication so as to convey the purpose of the alliance.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">ISA should focus on its core goals. aggregating demand, technical collaborations, and financial assistance for achieving its target of TW of solar energy by 2030.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">ISA should create awareness among the masses with regard to the use and benefits of solar energy. It further needs to ensure that solar benefits are clear and tangible to users.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">ISA should demonstrate business models that are viable for users, suppliers and financiers.
