<\/b><span style=\"font-weight: 400;\">has underscored the fragility of peace.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The strike has <\/span><b>claimed nine lives and it\u2019s disturbing<\/b><span style=\"font-weight: 400;\"> that it occurred in Reasi, a district where militancy has had a relatively small imprint.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The last time terrorists struck in the region was in May 2022, when a<\/span><b> bomb attack killed four Vaishno Devi pilgrims<\/b><span style=\"font-weight: 400;\"> and injured more than 20.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Reasi, along with Rajouri and Poonch, <\/b><span style=\"font-weight: 400;\">was a hotbed of militancy in the 1990s.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Subsequently, the three districts in Jammu seemed to have <\/span><b>contained the insurgency<\/b><span style=\"font-weight: 400;\">, until 2021, when terrorists attacked an army patrol in Poonch killing nine soldiers.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In the past three years, <\/span><b>terror attacks in Rajouri and Poonch<\/b><span style=\"font-weight: 400;\"> have killed 38 soldiers and 11 civilians.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The strengthening of the<\/span><b> counter-infiltration grid <\/b><span style=\"font-weight: 400;\">in the Kashmir Valley could be a possible reason for a<\/span><b> shift in terrorists\u2019 actions <\/b><span style=\"font-weight: 400;\">towards these Jammu districts.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">However, unlike Rajouri and Poonch, <\/span><b>Reasi is not close to the LoC<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The pressure from security forces in the two districts, where terrorism has raised its head again since 2021, could have<\/span><b> forced the militants to search for a new battleground.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This development poses <\/span><b>new security concerns.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Pir Panjal range,<\/b><span style=\"font-weight: 400;\"> which separates Kashmir from Jammu, runs through the three districts.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Passes in the range provide <\/span><b>seasonal access to PoK <\/b><span style=\"font-weight: 400;\">and the<\/span><b> Pir Panjal\u2019s difficult terrain and dense forests<\/b><span style=\"font-weight: 400;\"> allow the militants escape routes as well as launchpads for the attacks.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Reasi strike testifies to this mode of operation \u2014 militants reportedly<\/span><b> hiding in a forest ambushed<\/b><span style=\"font-weight: 400;\"> the bus carrying pilgrims.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">After the conditions imposed by the <\/span><b>FATF in Pakistan<\/b><span style=\"font-weight: 400;\"> in recent years, terrorist outfits such as the<\/span><b> Lashkar-e-Taiba (LeT) have often used proxies<\/b><span style=\"font-weight: 400;\"> to avoid international scrutiny.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>The Resistance Front (TRF)<\/b><span style=\"font-weight: 400;\">, one such group, has reportedly<\/span><b> claimed responsibility<\/b><span style=\"font-weight: 400;\"> for Sunday\u2019s attack.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The outfit\u2019s presence in J&#038;K is borne out by the UT police\u2019s records.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Its data for 2022 shows that most of the militants killed in J&#038;K <\/span><b>belonged to either the LeT or TRF<\/b><span style=\"font-weight: 400;\"> \u2014 an indication of the persistence of some of the clandestine networks, developed in the past 30 years.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Historically, however,<\/span><b> insurgency in the Jammu region has not been sustained<\/b><span style=\"font-weight: 400;\"> for long because it lacked local support.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In fact, in July 2022, Reasi residents had<\/span><b> overpowered LeT militants<\/b><span style=\"font-weight: 400;\"> and handed them over to security forces.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Centre must step up its vigil in the <\/span><b>wake of the Reasi strike,<\/b><span style=\"font-weight: 400;\"> even as it moves towards honouring its <\/span><b>commitment to holding assembly elections in J&#038;K <\/b><span style=\"font-weight: 400;\">and restoring statehood at the
