400;\">\u2014 an enterprise just beginning to feature in multilateral fora \u2014 as well as <\/span><b>climate adaptation and mitigation.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The MST <\/span><b>oversees India\u2019s three foremost research departments<\/b><span style=\"font-weight: 400;\"> at a time when the world is haring to test artificial intelligence, build quantum computers, develop and deploy multi-omics approaches in sectors from <\/span><b>agriculture to medicine, and invent advanced energy storage solutions.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The DAE has announced plans to <\/span><b>rapidly advance nuclear power<\/b><span style=\"font-weight: 400;\">, which includes starting phase two of its reactors programme and commissioning one facility every year.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Just the sheer amount of<\/span><b> technical divergence in the offing here<\/b><span style=\"font-weight: 400;\">, and their evolving interactions with society at large, merits more than a <\/span><b>shared Minister of State.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">The fields these bodies oversee also<\/span><b> suffer many persistent problems.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To pick a few:\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The <\/span><b>timelines of fellowship and grant disbursals<\/b><span style=\"font-weight: 400;\"> for young researchers are often farcical.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Facilities that can support interdisciplinary research are <\/span><b>largely localised and inimical to collaboration.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Cutting-edge research is hamstrung<\/b><span style=\"font-weight: 400;\"> by vacillating regulations.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Intellectual property rights<\/b><span style=\"font-weight: 400;\"> protection is less than airtight.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Importantly, the gross domestic<\/span><b> expenditure on research and development<\/b><span style=\"font-weight: 400;\"> as a fraction of GDP has been <\/span><b>declining since 2008-09.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">While demands for more money should be preceded by<\/span><b> capacity building<\/b><span style=\"font-weight: 400;\"> that can <\/span><b>productively absorb these funds<\/b><span style=\"font-weight: 400;\">, the growth of that capacity has been in fits and starts.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Among other things, India needs a <\/span><b>separate Minister,
