On internal security, the following <\/span><b>nine points should merit serious attention.<\/b><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span class=\"vc_button\"><a href=\"https:\/\/www.pw.live\/batches\/upsc?utm_source=seo+upsc+batch&#038;utm_medium=seo+upsc&#038;utm_campaign=seo&#038;utm_id=upsc\" target=\"_blank\" rel=\"noopener\">Enroll now for UPSC Online Course<\/a><\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\n<h3><span style=\"font-size: 16pt;\"><b>One, internal security doctrine.\u00a0<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Ideally, the country should have a<\/span><b> national security doctrine (NSD).\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The<\/span><b> National Security Advisory Board<\/b><span style=\"font-weight: 400;\"> has, from time to time, worked on it and prepared drafts.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">For inexplicable reasons, those were <\/span><b>never approved<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">All significant powers have an NSD through which they <\/span><b>describe the internal and external challenges<\/b><span style=\"font-weight: 400;\"> facing the country and prescribe the policies for dealing with them.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">If there are any problems in developing the NSD, its<\/span><b> internal security component at least<\/b><span style=\"font-weight: 400;\">, which is simpler, could be worked out.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">There is <\/span><b>too much adhocism <\/b><span style=\"font-weight: 400;\">in dealing with the internal security challenges, especially when there is a change of government.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\n<h3><span style=\"font-size: 16pt;\"><b>Two<\/b><span style=\"font-weight: 400;\">,<\/span><b> Internal Security Ministry.\u00a0<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The<\/span><b> Ministry of Home Affairs <\/b><span style=\"font-weight: 400;\">has become<\/span><b> much too heavy<\/b><span style=\"font-weight: 400;\"> and therefore unwieldy.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Internal security matters, which <\/span><b>demand immediate attention,<\/b><span style=\"font-weight: 400;\"> quite often do not get the prompt and thorough attention they deserve.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It is high time that a <\/span><b>young, junior minister working in the MHA <\/b><span style=\"font-weight: 400;\">is given independent charge of internal security.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Rajesh Pilot showed what a <\/span><b>difference such an arrangement could make.<\/b><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\n<h3><span style=\"font-size: 16pt;\"><b>Three<\/b><span style=\"font-weight: 400;\">, <\/span><b>Jammu and Kashmir.\u00a0<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The state is <\/span><b>far from normal<\/b><span style=\"font-weight: 400;\"> in spite of the Home Minister\u2019s claim that <\/span><b>terror incidents are down by 66 per cent <\/b><span style=\"font-weight: 400;\">since the <\/span><b>abrogation of Article 370<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Terrorists<\/b><span style=\"font-weight: 400;\"> recently struck at four places in the Jammu region.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Obviously, they are desperate to explode the n<\/span><b>arrative of \u201cNaya Kashmir\u201d.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">We cannot be complacent about the<\/span><b> objectives of the Pakistani deep state.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The government must take early steps to <\/span><b>reorganise the security grid,<\/b><span style=\"font-weight: 400;\"> restore statehood to J&#038;K and hold elections for the Assembly.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\n<h3><span style=\"font-size: 16pt;\"><b>Four<\/b><span style=\"font-weight: 400;\">,<\/span><b> the Northeast<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The Prime Minister has called the Northeast <\/span><b>\u201ca piece of our heart\u201d.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The beating of the heart is unfortunately<\/span><b> not healthy.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">A <\/span><b>Framework Agreement <\/b><span style=\"font-weight: 400;\">signed with the <\/span><b>rebel Nagas in 2015<\/b><span style=\"font-weight: 400;\"> had raised great hopes, but these remain unfulfilled because of the <\/span><b>NSCN (IM)\u2019s insistence on a separate flag and constitution.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The government should meanwhile insist on rigorous implementation of the <\/span><b>suspension of operations agreement <\/b><span style=\"font-weight: 400;\">and ensure that the rebels do not engage in extortion and forcible recruitments.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Manipur has been a <\/span><b>disaster.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Ethnic conflicts<\/b><span style=\"font-weight: 400;\"> continue to simmer with occasional outbursts of violence.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The Home Ministry\u2019s formation of a<\/span><b> multi-ethnic peace committee<\/b><span style=\"font-weight: 400;\"> has not been productive; it is time for the PM to take charge of the situation himself.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The problems of<\/span><b> illegal migration, drug trafficking and arms smuggling<\/b><span style=\"font-weight: 400;\"> would require a comprehensive approach.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\n<h3><span style=\"font-size: 16pt;\"><b>Five<\/b><span style=\"font-weight: 400;\">, the <\/span><b>naxal problem.\u00a0<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The Minister of State for Home Affairs, Nityananda Rai, in a statement made in the Rajya Sabha on February 7, claimed that the implementation of the<\/span><b> \u201cnational policy and action plan\u201d<\/b><span style=\"font-weight: 400;\"> had resulted in a consistent decline in violence and shrinkage of the geographical <\/span><b>spread of left-wing extremism\u2019s (LWE)<\/b><span style=\"font-weight: 400;\"> influence.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Violence and the resultant deaths had <\/span><b>declined by 73 per cent<\/b><span style=\"font-weight: 400;\"> from a high in 2010.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Rai further stated that the <\/span><b>number of police stations<\/b><span style=\"font-weight: 400;\"> reporting LWE-related violence had come<\/span><b> down from 465 police stations across 96 districts in 2010 to 171 police stations across 42 districts in 2023<\/b><span style=\"font-weight: 400;\">. So far, so good.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">With Naxals on the backfoot, it is now time for the <\/span><b>healing touch.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The government should <\/span><b>offer them the olive branch, declare a unilateral cease-fire <\/b><span style=\"font-weight: 400;\">for a month, persuade them to come to the <\/span><b>negotiating table<\/b><span style=\"font-weight: 400;\">, address their genuine grievances, and try to mainstream them.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\n<h3><span style=\"font-size: 16pt;\"><b>Six<\/b><span style=\"font-weight: 400;\">,<\/span><b> Intelligence Bureau\/CBI<\/b><span style=\"font-weight: 400;\">.<\/span><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The two premier central police organisations,<\/span><b> Intelligence Bureau and the CBI, <\/b><span style=\"font-weight: 400;\">require restructuring.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The IB was set up through an <\/span><b>administrative order<\/b><span style=\"font-weight: 400;\"> on December 23, 1887.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It is high time that it is <\/span><b>given a statutory basis<\/b><span style=\"font-weight: 400;\">, with safeguards to <\/span><b>prevent the misuse of intelligence<\/b><span style=\"font-weight: 400;\"> to bolster the party in power.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The <\/span><b>CBI <\/b><span style=\"font-weight: 400;\">was set up through a <\/span><b>resolution passed <\/b><span style=\"font-weight: 400;\">on the April Fools\u2019 Day in 1963, and it derives the power to investigate from the <\/span><b>Delhi Special Police Establishment Act, 1946.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It is an anomalous arrangement and, as recommended in the<\/span><b> 24th report <\/b><span style=\"font-weight: 400;\">of the parliamentary committee, \u201cthe <\/span><b>need of the hour is to strengthen the CBI<\/b><span style=\"font-weight: 400;\"> in terms of legal mandate, infrastructure and resources\u201d.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\n<h3><span style=\"font-size: 16pt;\"><b>Seven<\/b><span style=\"font-weight: 400;\">,<\/span><b> state police.\u00a0<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The Prime Minister wants the PMO to function as <\/span><b>People\u2019s PMO. <\/b><span style=\"font-weight: 400;\">Indeed, it should! But of greater value, more relevant, would be the <\/span><b>transformation of the \u201cRuler\u2019s Police\u201d<\/b><span style=\"font-weight: 400;\"> that we have inherited from the British into the \u201cPeople\u2019s Police\u201d.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Robert Peel, former British prime minister, is remembered to this day for having <\/span><b>reformed the country\u2019s police<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It is a<\/span><b> great opportunity<\/b><span style=\"font-weight: 400;\"> and also a challenge for our Prime Minister.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\n<h3><span style=\"font-size: 16pt;\"><b>Eight<\/b><span style=\"font-weight: 400;\">, <\/span><b>Central Armed Police Forces<\/b><span style=\"font-weight: 400;\">.<\/span><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The CAPFs with an overall strength of more than a million are beset with serious internal problems of <\/span><b>unplanned expansion, haphazard deployment, inadequate training, falling standards of discipline, vague criteria for the selection <\/b><span style=\"font-weight: 400;\">of top officers, friction between cadre and All India Service officers, etc.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The government would do well to<\/span><b> appoint a high-powered commission<\/b><span style=\"font-weight: 400;\"> to go into these problems for their long-term solution.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\n<h3><span style=\"font-size: 16pt;\"><b>Nine<\/b><span style=\"font-weight: 400;\">,<\/span><b> technology.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">There is <\/span><b>enormous scope for technological inputs<\/b><span style=\"font-weight: 400;\"> into the functioning of police in the country.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">These inputs would act as force multipliers.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">As suggested by the PM himself at the DGPs\u2019 conference held in Lucknow in 2021, there is a need to set up a<\/span><b> high-powered technology mission<\/b><span style=\"font-weight: 400;\"> to recommend the adoption of latest technologies for the new challenges which the police are already facing or are likely to face in the future.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">A country projects its strength at the international level in<\/span><b> direct proportion to its internal cohesion<\/b><span style=\"font-weight: 400;\">, its ability to resolve the differences within and not have any swamps where terrorists or extremists of any shade can breed.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The internal security scenario of the country would be much better if <\/span><b>action on the above lines is initiated<\/b><span style=\"font-weight: 400;\"> with foresight and imagination.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span class=\"vc_button\"><a href=\"https:\/\/store.pw.live\/govt-entrance-exams\/upsc-books?utm_source=SEO&#038;utm_medium=PW+Live&#038;utm_campaign=UPSC+CSE+Books\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Check Out UPSC CSE Books From PW Store<\/span><\/a><\/span><\/p>\n<h2><span style=\"font-size: 18pt;\"><strong>Conclusion<\/strong><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">By implementing a cohesive internal security strategy, the government can enhance <\/span><b>national stability, effectively counter threats, and project strength internationally.<\/b><\/p>\n<table style=\"width: 99.9972%; height: 196px;\">\n<tbody>\n<tr style=\"height: 196px;\">\n<th style=\"border-style: solid; border-color: #000000; background-color: rgba(184, 165, 217, 0.53); text-align: left; vertical-align: middle; width: 100%; height: 196px;\"><span style=\"color: #000000;\"><b>Mains Question:<\/b><\/span><\/p>\n<p><span style=\"color: #000000;\"><a style=\"color: #000000;\" href=\"https:\/\/pwonlyias.com\/stage\/mains-answer-writing\/examine-the-significance-of-establishing-a-national-security-doctrine-nsd-for-india-discuss-the-key-components-needed-to-be-incorporated-into-the-internal-security-section-of-this-doctrine-15-m\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Q.
