There have also been<\/span><b> several cases of Indian (Tamil Nadu) fishermen dying too.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This is an opportunity for the two countries to<\/span><b> revive the negotiation process,<\/b><span style=\"font-weight: 400;\"> exclusively to deal with the fisheries dispute, which became aggravated in the wake of the <\/span><b>1974 and 1976 bilateral agreements <\/b><span style=\"font-weight: 400;\">to demarcate their maritime boundary lines.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Mr. Stalin has done well to remind Mr. Jaishankar to convene a <\/span><b>meeting of the Joint Working Group<\/b><span style=\"font-weight: 400;\">, last held (virtually) over two years ago.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The acts of Indian fishermen <\/span><b>crossing the international maritime boundary line <\/b><span style=\"font-weight: 400;\">are clearly illegal; factors relating to protection of livelihood opportunities cannot be delinked from the importance of the <\/span><b>preservation of the marine ecosystem.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A gradual <\/span><b>replacement of bottom trawlers <\/b><span style=\"font-weight: 400;\">being used by the Tamil Nadu fishermen is a must, but the fisherfolk require time to<\/span><b> prepare for diversification<\/b><span style=\"font-weight: 400;\"> \u2014 deep sea fishing, marine cage farming, seaweed cultivation and processing, and sea ranching.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The experiences of the<\/span><b> deep sea fishing project<\/b><span style=\"font-weight: 400;\">, being executed by the Union and Tamil Nadu governments, are clear enough to conclude that it is a failure.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">After nearly <\/span><b>seven years of implementation<\/b><span style=\"font-weight: 400;\">, only 61 deep sea fishing vessels have been handed over to beneficiaries, with<\/span><b> 19 more under construction.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It would be thoughtful if the Union government clubs the project with an <\/span><b>all-India programme,<\/b><span style=\"font-weight: 400;\"> where the unit cost of a<\/span><b> deep sea fishing vessel is \u20b940 lakh higher,<\/b><span style=\"font-weight: 400;\"> at least to get a better response even at this stage.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The unit cost of a deep sea fishing vessel under the <\/span><b>Central-State project is \u20b980 lakh.
