from the West <\/b><span style=\"font-weight: 400;\">or as a moment for <\/span><b>solidarity with Russia.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Delhi should <\/span><b>instead see the war <\/b><span style=\"font-weight: 400;\">in Ukraine as an <\/span><b>imperative for long overdue re-engagement<\/b><span style=\"font-weight: 400;\"> with European peace and security.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span class=\"vc_button\"><a href=\"https:\/\/www.pw.live\/batches\/upsc?utm_source=seo+upsc+batch&#038;utm_medium=seo+upsc&#038;utm_campaign=seo&#038;utm_id=upsc\" target=\"_blank\" rel=\"noopener\">Enroll now for UPSC Online Course<\/a><\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To be sure, India has in the last few years stepped up its<\/span><b> political and diplomatic engagement<\/b><span style=\"font-weight: 400;\"> with Europe, a leading economic partner, and an important source of technology &#8211; <\/span><b>civilian and military.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It now needs to lend a<\/span><b> strategic character to it.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The last decade and more have seen Delhi recalibrate its strategy to Asia and its waters <\/span><b>&#8211; the Indo-Pacific &#8211; <\/b><span style=\"font-weight: 400;\">as well as reorganise its approach to the Middle East.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">But <\/span><b>Europe has remained outside<\/b><span style=\"font-weight: 400;\"> the effort to redraw India&#8217;s mental maps.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Since the end of the Cold War, Delhi had<\/span><b> little reason to think<\/b><span style=\"font-weight: 400;\"> of a<\/span><b> peaceful and integrating Europe <\/b><span style=\"font-weight: 400;\">in geopolitical terms.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India&#8217;s <\/span><b>&#8220;non-strategic&#8221;<\/b><span style=\"font-weight: 400;\"> thinking on Europe was<\/span><b> reinforced by Europe&#8217;s &#8220;mercantilism&#8221;.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Although Europe proclaimed the <\/span><b>ambition to be a &#8220;geopolitical actor&#8221;, <\/b><span style=\"font-weight: 400;\">it could <\/span><b>not shake off its strong bias <\/b><span style=\"font-weight: 400;\">towards trade and commerce.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Both the European and Indian complacency have been<\/span><b> shaken to the core by the Russian invasion<\/b><span style=\"font-weight: 400;\"> of Ukraine.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Many in the <\/span><b>US want Europe <\/b><span style=\"font-weight: 400;\">to take greater responsibility for <\/span><b>defending their region against Russia and relieve America<\/b><span style=\"font-weight: 400;\"> to focus on Asia.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Europe&#8217;s problem of dealing with a changing America is complicated by <\/span><b>deep internal divisions on how to deal with the Russian question.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Two historically neutral countries &#8211;<\/span><b> Finland and Sweden &#8211; have joined NATO<\/b><span style=\"font-weight: 400;\"> amid their growing sense of threat from Russia.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">But two <a href=\"https:\/\/pwonlyias.com\/stage\/nato-countries-2023\/\">NATO members<\/a> &#8211;<\/span><b> Hungary and Turkey-<\/b><span style=\"font-weight: 400;\">have sought to <\/span><b>pursue their own paths <\/b><span style=\"font-weight: 400;\">to dealing with the war in Ukraine.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Many European political parties <\/b><span style=\"font-weight: 400;\">on both the left and right are in favour of a <\/span><b>compromise with Moscow.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To make matters worse, <\/span><b>Europe is torn between criticising China <\/b><span style=\"font-weight: 400;\">for its material support of the Russian invasion of Ukraine and pleading with Beijing to restrain Moscow.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Put simply, <\/span><b>Europe is facing hard geopolitical dilemmas.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Answers to Europe&#8217;s problem lie in <\/span><b>building its own defence capacity;<\/b><span style=\"font-weight: 400;\"> but that can only be done over the longer term, assuming there is <\/span><b>unity and seriousness of purpose.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The return of war to Europe has created <\/span><b>multiple economic challenges <\/b><span style=\"font-weight: 400;\">for India.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It has also <\/span><b>complicated India&#8217;s security challenges.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If its relationship with Russia has come under the political scanner in the West, <\/span><b>Beijing&#8217;s growing ties with Moscow<\/b><span style=\"font-weight: 400;\"> and its <\/span><b>strategic forays into Europe<\/b><span style=\"font-weight: 400;\"> have introduced new <\/span><b>uncertainty into India&#8217;s security calculus.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Even more important,<\/span><b> Delhi&#8217;s peace diplomacy in Ukraine <\/b><span style=\"font-weight: 400;\">will be a crucial step towards India&#8217;s strategic re-engagement with European security.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It marks an <\/span><b>end to the long Indo-European geopolitical holiday.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In the colonial era, the Indian princes sought to <\/span><b>exploit European rivalry<\/b><span style=\"font-weight: 400;\"> in the Subcontinent to secure their freedom of action.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">As <\/span><b>Great Britain consolidated its position,<\/b><span style=\"font-weight: 400;\"> sections of the Indian nationalists worked with European powers &#8211;<\/span><b> France, Germany, and Russia<\/b><span style=\"font-weight: 400;\"> &#8211;
