necessary fillip to enhance this cooperation.\u00a0<\/span><\/p>\n<p><b>Biomanufacturing &#038; the Quad:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Biomanufacturing uses <\/span><b>living systems, to produce molecules and materials on a commercial scale,<\/b><span style=\"font-weight: 400;\"> which has the potential to transform the global industrial system, with up to 60% of physical inputs to the global economy expected to be producible using this technology.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In <\/span><b>March 2021, the Quad<\/b><span style=\"font-weight: 400;\"> (Australia, India, Japan, and the United States) <\/span><b>set up a Critical and Emerging Technology Working Group<\/b><span style=\"font-weight: 400;\"> to facilitate cooperation, monitor trends, and scout for opportunities related to developments in critical and emerging technologies, that included biotechnology.<\/span><\/li>\n<\/ul>\n<p><b>The Quad and complementary strengths:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">India\u2019s National Biotechnology Development Strategy also envisions the country as a <\/span><b>\u201cGlobal Biomanufacturing Hub\u201d by 2025.\u00a0<\/b><\/li>\n<li><span style=\"font-weight: 400;\">While the strategy sets a <\/span><b>target of $100 billion<\/b><span style=\"font-weight: 400;\"> for the hub, it is important to recognise that India\u2019s ambitions require external support, particularly through its Quad partners, to enable its initial development.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Quad nations have complementary strengths <\/b><span style=\"font-weight: 400;\">that can be leveraged to create this hub.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The <\/span><b>U.S. has significant funding capability,<\/b><span style=\"font-weight: 400;\"> while <\/span><b>all three also possess advanced biotechnology innovation ecosystems and intellectual property.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\"><b>India<\/b> <b>has skilled manpower <\/b><span style=\"font-weight: 400;\">and the potential to provide affordable scale.<\/span><\/li>\n<\/ul>\n<p><b>Why is India an ideal choice to host the biomanufacturing hub?\u00a0<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It&#8217;s because of its <\/span><b>existing infrastructure, pharmaceutical manufacturing expertise, and the available workforce.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India also has <\/span><b>significant potential in low-cost biomanufacturing,<\/b><span style=\"font-weight: 400;\"> particularly in the production of enzymes, reagents, research materials, and equipment.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">However, India <\/span><b>still requires significant capability and capacity<\/b><span style=\"font-weight: 400;\"> uplifts to become a world leader.<\/span><\/li>\n<\/ul>\n<p><b>Strengthening physical infrastructure:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Concerns about China\u2019s dominance in active pharmaceutical ingredients (APIs) pushed India to launch a production-linked incentive scheme that <\/span><b>allocated $2 billion to the pharmaceutical sector to make biopharmaceuticals, APIs, key starting materials, and related products.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The proposed hub can help facilitate <\/span><b>technology transfer, connect investors, and establish a biomanufacturing fund<\/b><span style=\"font-weight: 400;\"> that is administered through the Quad, to support India\u2019s efforts to reduce dependency on China.<\/span><\/li>\n<\/ul>\n<p><b>Boosting workforce, lowering barriers:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">To scale up the biomanufacturing sector, India needs to <\/span><b>uplift <\/b><span style=\"font-weight: 400;\">its<\/span><b> workforce quality.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\"><b>Permanent training facilities<\/b><span style=\"font-weight: 400;\"> can be established in universities around the Quad hub, with <\/span><b>experts from other Quad countries<\/b><span style=\"font-weight: 400;\"> providing the training.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Recent policy changes in India allow the establishment of foreign universities and can encourage <\/span><b>scholar exchange programmes.\u00a0<\/b><\/li>\n<\/ul>\n<p><b>Facilitation of cross-Quad collaboration:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The biomanufacturing hub can house all current bilateral government efforts and establish <\/span><b>a research collaboration<\/b><span style=\"font-weight: 400;\"> office for this purpose.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The hub can also <\/span><b>harmonize language, regulations, and data-sharing<\/b><span style=\"font-weight: 400;\"> regarding biomanufacturing to secure supply chains for Quad nations and facilitate international collaboration.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Such <\/span><b>streamlining will boost collaboration efforts<\/b><span style=\"font-weight: 400;\"> within the Quad and create opportunities for collaboration with nations outside the Quad as well.<\/span><\/li>\n<\/ul>\n<p><b>Conclusion:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The proposed hub in India can capitalize on the economic potential of the biomanufacturing industry and address existing and potential vulnerabilities in the global system.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India can become
