{"id":19017,"date":"2023-05-29T12:06:33","date_gmt":"2023-05-29T06:36:33","guid":{"rendered":"https:\/\/pwonlyias.com\/stage\/?p=19017"},"modified":"2023-06-26T05:50:58","modified_gmt":"2023-06-26T00:20:58","slug":"alarming-turn","status":"publish","type":"editorial-analysis","link":"https:\/\/pwonlyias.com\/stage\/editorial-analysis\/alarming-turn","title":{"rendered":"Alarming turn"},"content":{"rendered":"<p><b>Context:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Violence has flared again in Manipur, merely three weeks after conflagrations resulted in scores of deaths and the displacement of people in Churachandpur and Imphal in particular.\u00a0<\/span><\/p>\n<p><b>Grotesque turn:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Protests against an order by the High Court of Manipur<\/span><b> to seek the inclusion of the Meitei community into the State\u2019s Scheduled Tribe list,<\/b><span style=\"font-weight: 400;\"> has taken a grotesque turn, with <\/span><b>representatives of the Kuki-Zomi community seeking a \u201cseparate administration\u201d.\u00a0<\/b><\/li>\n<\/ul>\n<p><b>Raising of ire of Kuki-Zomi hill dwellers:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The government\u2019s so-called <\/span><b>anti-poppy cultivation<\/b><span style=\"font-weight: 400;\"> drives were seen as moves <\/span><b>against the Kuki-Zomi hill dwellers<\/b><span style=\"font-weight: 400;\">, raising their ire, while the <\/span><b>High Court\u2019s single judge Bench\u2019s ill-thought-out order<\/b><span style=\"font-weight: 400;\"> \u2014 as the Chief Justice of India, himself observed as being violative of a 23-year-old Constitution Bench judgment \u2014 <\/span><b>exacerbated the situation.\u00a0<\/b><\/li>\n<\/ul>\n<p><b>How to bring back normalcy?<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><b>Act Together:<\/b> <b>The State government<\/b><span style=\"font-weight: 400;\"> must get its act together, <\/span><b>with the help of the Centre,<\/b><span style=\"font-weight: 400;\"> to bring back normalcy <\/span><b>by increasing patrolling<\/b><span style=\"font-weight: 400;\"> of paramilitary and police forces in riot-torn areas, providing relief to displaced people and curtailing the influence of militant sections.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Displaced to their homes back:<\/b><span style=\"font-weight: 400;\"> A plan to allow the return of those displaced to their homes in the medium term must also be put into order <\/span><b>with the help of the security forces.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Promotion of civic consciousness:<\/b><span style=\"font-weight: 400;\"> Manipur, like some of the other northeastern States, needs to promote a civic consciousness among its citizens that will allow them <\/span><b>to rise above ethnic identities to differentiate themselves.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\"><b>Time for civil society members:<\/b><span style=\"font-weight: 400;\"> With trust fraying between community leaders and State government representatives, it is incumbent upon civil society members, within and outside Manipur, to take up the cause of rebuilding inter-community ties and not letting chauvinist and militant groups hijack the role of representation.<\/span><\/li>\n<\/ul>\n<p><b style=\"text-align: right;
