Raghavan Committee:<\/b><span style=\"font-weight: 400;\"> As per the Panel, ragging is a form of \u201c<\/span><b>psychopathic behavior<\/b><span style=\"font-weight: 400;\"> and a reflection of deviant personalities\u201d.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>The Supreme Court-appointed <\/b><span style=\"font-weight: 400;\">R.K. Raghavan Committee had captured the causes, and suggested actionable remedies, in its <\/span><b>2007 report, \u2018The Menace of Ragging in Educational Institutions and Measures to Curb It\u2019.\u00a0<\/b><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt;\"><b>Concerns:<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Failure of Rules and Regulations: <\/b><span style=\"font-weight: 400;\">Multiple pieces of legislation and regulations prohibiting ragging on campuses have failed to end these dehumanizing raggings.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Failure of Execution: <\/b><span style=\"font-weight: 400;\">Despite <\/span><b>\u2018The UGC Regulations on Curbing the Menace of Ragging<\/b><span style=\"font-weight: 400;\"> in Higher Educational Institutions 2009\u2019, the stakeholders have done little to prevent it.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">In 1999, a University Grants Commission (UGC) Committee had recommended a <\/span><b>\u201cProhibition, Prevention and Punishment\u201d approach<\/b><span style=\"font-weight: 400;\"> to curb ragging.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Exposal of Gaps in the System:<\/b><span style=\"font-weight: 400;\"> These cases of ragging expose the gaps in the system.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Cruel Acts:<\/b><span style=\"font-weight: 400;\"> Acts of ragging have taken perverse and cruel forms, including through sexual abuse.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Ragging has become an act of indiscipline and has evolved into one that involves <\/span><b>elements of criminality.\u00a0<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Lack of Prevention:<\/b><span style=\"font-weight: 400;\"> The Raghavan Committee pointed out, many State laws only seek to prohibit, and not prevent, ragging.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">While <\/span><b>prevention must lead to prohibition<\/b><span style=\"font-weight: 400;\">, the reverse need not be true.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><span style=\"font-size: 18pt;\"><b>The Path Ahead:<\/b><\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Supporting Environment:<\/b><span style=\"font-weight: 400;\"> Institutions must create an encouraging atmosphere where teachers and hostel wardens are the first point of contact for victims.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Accountability:<\/b><span style=\"font-weight: 400;\"> There must be greater accountability by educational institutions to prevent ragging.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strict Regulations:<\/b><span style=\"font-weight: 400;\"> The regulatory authorities must ensure a ragging-free campus.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Academic Standard:<\/b><span style=\"font-weight: 400;\"> Institutions must maintain academic standards.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Implementation and Enforcement of Laws on a Strict Manner:<\/b><span style=\"font-weight: 400;\"> Governments too must be earnest in implementing regulations.<\/span><\/li>\n<\/ul>\n<p><b><i>News Source: <\/i><\/b><a href=\"https:\/\/www.thehindu.com\/opinion\/editorial\/unending-ordeal-the-hindu-editorial-on-continuing-acts-of-ragging\/article67521691.ece#:~:text=From%20bullying%20and%20harassing%20freshers,that%20involves%20elements%20of%20criminality.\" target=\"_blank\" rel=\"nofollow noopener\"><b><i>The Hindu<\/i><\/b><\/a><\/p>\n<p>\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Context: Recently, a 17-year-old boy died due to ragging in West Bengal\u2019s Jadavpur University, who was a second-year undergraduate student of the PSG College of Technology in Tamil Nadu.
