Why It’s in the News

The Minister for Micro, Small & Medium Enterprises shared details about the Solar Charkha Mission in the Lok Sabha.

Key Points

  • The Solar Charkha Mission is a business-focused plan that aims to create ‘Solar Charkha Clusters’ with 200 to 2042 beneficiaries, including spinners, weavers, stitchers, and other skilled artisans.
  • Each cluster can receive a maximum subsidy of Rs. 9.60 crore, provided as a capital subsidy for individuals and a Special Purpose Vehicle (SPV), along with interest subvention for working capital and capacity building.
  • These solar charkhas will run on solar power, a renewable energy source. This eco-friendly program aims to contribute to the development of a Green Economy and generate sustainable employment for artisans.

Mission Solar Charkha About

The Mission Solar Charkha scheme is an enterprise-driven initiative aiming to establish ‘Solar Charkha Clusters,’ each benefiting 200 to 2042 individuals, including spinners, weavers, stitchers, and other skilled artisans. Under the scheme, each spinner is allocated two charkhas, each equipped with 10 spindles.

While the scheme itself does not provide subsidies, a substantial subsidy of Rs. 9.60 crore is extended for the procurement of charkhas and looms to the Implementing or Promoting Agency involved in a comprehensive Solar Charkha Cluster. This cluster entails a total investment of approximately Rs. 38.625 crore.

Following the success of a pilot project initiated in 2016 at Khanwa village, Nawada District, Bihar, benefiting around 1180 artisans, the Government of India sanctioned the establishment of 50 such clusters. Presently, based on the Expression of Interest (EOI), ten proposals have been sanctioned under Mission Solar Charkha, with an anticipated benefit to about 13,784 artisans and workers.

The approved Solar Charkha clusters are distributed across various states, each receiving a specified amount of subsidy, as outlined below:

  • Chhattisgarh: Rs. 578.49 lakh, 1 cluster, 1200 beneficiaries
  • Gujarat: Rs. 405.45 lakh, 1 cluster, 1000 beneficiaries
  • Karnataka: Rs. 1920.49 lakh, 2 clusters, 4042 beneficiaries
  • Maharashtra: Rs. 1336.76 lakh, 2 clusters, 2742 beneficiaries
  • Odisha: Rs. 676.25 lakh, 1 cluster, 1400 beneficiaries
  • Rajasthan: Rs. 959.95 lakh, 1 cluster, 2000 beneficiaries
  • Uttar Pradesh: Rs. 754.26 lakh, 2 clusters, 1400 beneficiaries

The operation of these solar charkhas relies on solar power, a renewable energy source that contributes to the development of a green economy. This environmentally friendly program not only aids in the conservation of resources but also generates sustainable employment opportunities for artisans, aligning with the broader goal of promoting eco-friendly practices and fostering a green economy.
