Introduction

Land banks are quasi-governmental entities created by the government to effectively manage and repurpose an inventory of underused, abandoned, or foreclosed property. E.g., Indian industrial land bank. A report by the Land Conflict Watch (LCW) stated that up to 2.68 million hectares of land has been set aside for land banks in eight states: Andhra Pradesh, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Rajasthan, Tamil Nadu, Uttar Pradesh.

Body

Scope and potential of land banks in enhancing economic value of local assets and resources

  • Affordable Housing: Land banks in India can facilitate affordable housing projects, similar to the Pradhan Mantri Awas Yojana, providing stable housing solutions for economically weaker sections, thereby aiding in reducing income disparity.
  • Economic Diversification: They can bolster local economies by supporting sectors like real estate sector, agribusiness, as seen in the development of agri-zones in states like Punjab, and by fostering tourism through heritage site development, creating jobs and inviting investments.
  • Land Use Efficiency: Land banks can mitigate urban sprawl, as observed in planned urban development projects like Navi Mumbai, promoting sustainable land use and conserving natural resources.
  • Economic Resilience: By managing land resources efficiently, land banks in India can provide a cushion against economic downturns and natural calamities, similar to the land pooling schemes seen in Andhra Pradesh.

Scope and potential of land banks in enhancing social value of local assets and resources

  • Community Empowerment: Indian land banks can involve local communities in land development decisions, akin to the participatory approaches seen in Kerala’s local governance models.
  • Social Cohesion: By creating public spaces like parks and community centres, as seen in the Delhi Development Authority’s (DDA) projects, land banks can enhance community interaction and social bonding.
  • Public Access to Land: Land banks can be leveraged for the development of public parks and recreational spaces, similar to Mumbai’s Coastal Road project, and can significantly improve public health and lifestyle.
  • Social Equity: By providing equitable access to land and housing, Indian land banks can contribute to poverty reduction and social mobility, evident in various state housing board initiatives.

Scope and potential of land banks in enhancing cultural value of local assets and resources

  • Cultural Preservation: Land banks have the potential to play a crucial role in safeguarding India’s rich cultural heritage. They can acquire, manage, and conserve historical landmarks and sacred sites, ensuring these cultural treasures are protected from urban development pressures or neglect.
  • Cultural Education: Just as the Bihar Museum project has become a centre for cultural education and understanding, land banks can establish and manage similar cultural centres and museums. These institutions can serve as hubs for learning and appreciating India’s diverse heritage.
  • Cultural Revitalization: Strengthening the efforts like National Heritage City Development and Augmentation Yojana (HRIDAY), land banks can provide spaces for cultural activities and traditional arts, contributing to the cultural vitality of communities. They can develop cultural venues where artists and artisans can showcase their crafts.
  • Cultural Tourism: Drawing inspiration from successful models like the Rann Utsav in Gujarat, land banks can play a significant role in developing cultural tourism. By creating heritage trails, organising cultural festivals, and developing tourist-friendly infrastructure around cultural sites.

Conclusion

To harness the full potential of land banks, a strategic approach incorporating sustainable practices, community involvement, and technological innovation is crucial. This will ensure their effective contribution to India’s economic growth, social empowerment, and cultural preservation, paving the way for holistic and inclusive development.
