All the countries that agreed to adopt the statute accepted the jurisdiction of the ICC for prosecuting very serious crimes. The intention was not for the ICC to replace national courts. Instead, the ICC can only intervene when a country is unable or unwilling to investigate and prosecute perpetrators.
