One Nation One Subscription: The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the ‘One Nation One Subscription’ (ONOS) scheme, a significant initiative aimed at democratizing access to scholarly research across India. This scheme is set to provide nationwide access to high-quality international scholarly articles and journal publications for students, faculty, and researchers in higher education institutions and central government R&D laboratories.

What is One Nation One Subscription Scheme?

The One Nation One Subscription (ONOS) Scheme is a groundbreaking initiative by the Indian government aimed at providing nationwide access to high-quality international scholarly literature. Under this scheme, students, researchers, and faculty across India’s academic institutions and government R&D organizations can access thousands of e-journals and research articles from major publishers through a single, centralized subscription.

Coordinated by the Information and Library Network (INFLIBNET) and backed by the Anusandhan National Research Foundation, the scheme addresses the knowledge gap by democratizing access to scientific and academic resources, fostering innovation, and promoting equity in research opportunities across the country.

Implementation and Funding of One Nation One Subscription

The ONOS scheme will be implemented through a national subscription coordinated by the Information and Library Network (INFLIBNET), an autonomous inter-university center of the University Grants Commission (UGC). Access to journals will be provided through an entirely digital process, ensuring ease of use for all beneficiaries. The government has allocated approximately ₹6,000 crore for the scheme, covering three calendar years: 2025, 2026, and 2027.

Role of the Anusandhan National Research Foundation

The Anusandhan National Research Foundation (ANRF), established under the ANRF Act 2023, plays a pivotal role in this initiative. ANRF aims to seed, grow, and foster a culture of research and innovation throughout India’s universities, colleges, research institutions, and R&D laboratories. The ONOS scheme complements ANRF’s mission by enhancing access to scholarly resources, thereby promoting research excellence across the nation.
