Prime Minister’s Awards for Excellence in Public Administration

The Department of Administrative Reforms & Public Grievances (DARPG) has officially notified the Scheme for the Prime Minister’s Awards for Excellence in Public Administration 2025.

About the Prime Minister’s Awards for Excellence in Public Administration

  • It honours outstanding governance practices and innovations by districts, and state and central government organisations.

Department of Administrative Reforms & Public Grievances (DARPG)

  • The Department of Administrative Reforms and Public Grievances (DARPG) serves as the nodal agency of the Government of India for driving administrative reforms and addressing public grievances.
  • The department actively works to document and share successful good governance practices through various publications and audio-visual media, promoting transparency and efficiency in public administration.

  • Aim: To motivate bureaucrats and institutions to deliver efficient and transparent public service.
  • The 2025 scheme promotes a saturation approach, evidence-based governance, and holistic development through qualitative and good governance indicators across 11 priority sector schemes, evaluated collectively.

Award Categories

  • Category I: Holistic Development of Districts – This category focuses on the implementation of 11 priority sector programmes and aims to promote comprehensive development at the district level. A total of 5 awards will be conferred under this category. 
  • Category II: Aspirational Blocks Programme – Targeting improvement in underdeveloped blocks, this category seeks to incentivize progress under the Aspirational Blocks initiative. A total of 5 awards will be given.
  • Category III: Innovations by Central Ministries/Departments, States & Districts – This category recognizes innovative practices and exemplary initiatives implemented by government entities. A total of 6 awards will be presented.
  • The evaluation process would include (i) Short-listing of Districts/Organizations by Screening Committee (first and second stage), (ii) Evaluation by Expert Committee and (iii) Empowered Committee. 
    • Prime Minister’s approval will be taken on the recommendations of the Empowered Committee for the Awards.
  • Each award will include A Trophy, A Scroll of Honour, Rs. 20 lakh incentive, to be used for welfare initiatives or to bridge resource gaps in ongoing projects.

Past Awardees

  • Deepak Meena (IAS:UP) – Promoted Kalanamak Rice cultivation and branding in Sidharthnagar, Uttar Pradesh.
  • Rajiv Raushan (IAS:BH) – Led initiatives to develop the Makhana value chain in Darbhanga, Bihar.
  • Sanjay Kumar (IAS:MP) – Honoured for encouraging Jan Bhagidari in Poshan Abhiyan in Datia, Madhya Pradesh.
