The PM Viksit Bharat Rozgar Yojana (PM-VBRY) will come into effect from 1st August 2025, replacing the Employment Linked Incentive (ELI) Scheme.

About PM Viksit Bharat Rozgar Yojana (PM-VBRY)

• PM-VBRY is a flagship employment generation scheme aligned with the Viksit Bharat vision to promote inclusive, sustainable job creation across sectors.
  • It has a special focus on the manufacturing sector.
• Objective: To incentivize employers to create new employment and support first-time employees, thereby accelerating economic growth through employment-led development.
• Nodal Ministry: Ministry of Labour and Employment.
• Targets & Outlay
  • Budget Outlay: ₹99,446 crore
  • Duration: 1st August 2025 – 31st July 2027
  • Job Creation Goal: Over 3.5 crore new jobs
  • First-Time Workforce Entrants: 1.92 crore beneficiaries

Scheme Structure

Part A – Incentive to First-Time Employees

• Target: EPFO-registered first-time workers earning up to ₹1 lakh/month.
• Incentive: One month’s EPF wage (max ₹15,000) in two installments.
  • 1st installment after 6 months of service
  • 2nd installment after 12 months + completion of a financial literacy program
• Partial amount to be deposited in a savings instrument to promote saving habits.
• Disbursal via Direct Benefit Transfer (DBT) through Aadhaar Bridge Payment System (ABPS).

Part B – Incentive to Employers

• Eligibility: EPFO-registered firms hiring
  • At least 2 employees (if <50 workers)
  • At least 5 employees (if ≥50 workers), for a minimum 6 months.
• Monthly Incentive per Employee:
  • EPF wage ≤ ₹10,000: up to ₹1,000
  • ₹10,001–₹20,000: ₹2,000
  • ₹20,001–₹1,00,000: ₹3,000
• Manufacturing Sector Bonus: Extended incentives for 3rd and 4th year.
• Payments made to PAN-linked employer accounts.
