On 15th August 2025, the Prime Minister launched the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY).

Pradhan Mantri Viksit Bharat Rozgar Yojana

  • A flagship employment generation programme aligned with the Viksit Bharat Vision to promote inclusive and sustainable economic growth through employment-led development, particularly in the manufacturing sector.
  • Nodal Ministry: Ministry of Labour and Employment
    • Objectives: Support first-time employees entering the formal workforce.
    • Incentivize employers to generate new, sustained employment.
    • Promote financial literacy and savings among youth.
    • Accelerate formalization by expanding EPFO-linked jobs.
  • Targets & Coverage:
    • Outlay: ₹99,446 crore
    • Duration: 1 Aug 2025 – 31 Jul 2027
    • Total Jobs Targeted: More than 3.5 crore
    • First-time workforce entrants: 1.92 crore beneficiaries
    • Employers incentivized: Expected to generate about 2.6 crore new jobs

Scheme Structure
Part A – Incentive to First-Time Employees Part B – Incentive to Employers
  • Eligibility: EPFO-registered, first-time employees and Monthly salary up to ₹1 lakh.
  • Incentive: Equivalent of one month’s EPF wage (max ₹15,000) in two installments.
    • 1st instalment after 6 months of continuous service.
    • 2nd instalment after 12 months of service + completion of a financial literacy programme.
    • A portion of the incentive will be kept in a savings instrument/deposit account to inculcate saving habits.
  • Disbursal: Through Direct Benefit Transfer (DBT) via Aadhaar Bridge Payment System (ABPS).
  • Eligibility: EPFO-registered firms hiring additional employees with salary ≤ ₹1 lakh.
    • Hiring thresholds:
      • Firms with <50 employees must hire at least 2 new workers.
      • Firms with ≥50 employees must hire at least 5 new workers.
    • Employment must be sustained for a minimum 6 months.
  • Incentive Slabs (per new employee, per month):
    • EPF wage ≤ ₹10,000: ₹1,000.
    • ₹10,001–₹20,000: ₹2,000.
    • ₹20,001–₹1,00,000: ₹3,000.
  • Special Provision for Manufacturing: Incentives extend to 3rd and 4th years (beyond the standard 2 years).
  • Disbursal: Directly to PAN-linked employer accounts.
