Recently, the Kerala government has joined PM SHRI (PM Schools for Rising India) scheme to secure funds for modernising government schools.

About PM SHRI (PM Schools for Rising India) scheme 

  • The PM-SHRI Scheme is a centrally sponsored initiative designed to upgrade over 14,500 existing schools into model institutions demonstrating the National Education Policy (NEP) 2020.
  • Launch: 2022
  • Funding Pattern:
    • General States/UTs with legislatures: 60:40
    • Northeastern and Himalayan States, Jammu & Kashmir: 90:10
    • UTs without legislature: 100% central funding
  • Eligible schools: Elementary (1–5/1–8), Secondary (1–10/6–10), Senior Secondary (1–12/6–12), with a UDISE+ code.
  • Selection Process
    • State/UT MoU: States/UTs sign a Memorandum of Understanding (MoU) agreeing to fully implement NEP.
    • Shortlisting: Schools meeting minimum benchmarks based on ~60 parameters (infrastructure, electricity, toilets, etc.) are shortlisted.
    • Physical verification: Teams from States, KVs, and JNVs inspect applicant schools. Recommendations go to the Ministry of Education.
  • Final selection: Maximum of two schools per block/urban local body (one elementary, one secondary/senior secondary), approved by an expert committee.

PM SHRI, KVs, and JNVs

  • Kendriya Vidyalayas (KVs) and Jawahar Navodaya Vidyalayas (JNVs) are fully funded by the Union government. 
  • KVs cater mainly to children of central government employees, while JNVs focus on nurturing talented students in rural areas.
  • PM SHRI Schools will upgrade existing schools, which can include KVs, JNVs, state-run, UT-run, or municipal schools.

Key Features of the Scheme

  • Infrastructure and facilities: Improvement of school buildings, ICT-enabled smart classrooms, science and vocational labs, libraries, and annual grants for sports or library development.
  • Early Childhood Care & Foundational Literacy: Balvatika and foundational skill development programs.
  • Green Schools: Solar panels, LED lights, nutrition gardens, waste management, water conservation, and sustainability education.
  • Holistic Education: Experiential, play-based, learner-centred pedagogy; mother tongue and local languages encouraged.
  • Well-being and Counselling: Support for mental health, career guidance, sports, and arts for all children.
  • Inclusive Infrastructure: Safe facilities for girls and children with special needs.
  • Character & Citizenship Education: Teaching about India’s contributions, nation-building, and fundamental duties.
  • Monitoring & Evaluation: Regular assessment through a School Quality Assessment Framework to track progress and address challenges.
