Next-Generation Quality Reforms by the Quality Council of India

The Quality Council of India (QCI) has announced a comprehensive set of next-generation quality reforms aimed at strengthening India’s quality ecosystem in  line with Viksit Bharat 2047.

System-wide Institutional Reforms

  • Single, paperless, modular accreditation platform replacing multiple portals.
  • Shift from inspection-based regulation to trust-based governance.
  • Focus on simplification, transparency, digitalisation and reduced compliance burden.
  • Quality Setu: secure, ticket-based system for time-bound grievance redressal.
  • Expanded assessor pool, including young professionals, to improve last-mile reach.

Q Mark – Desh ka Haq

  • QR-coded Mark of Quality for laboratories, hospitals and MSMEs.
  • Enables full disclosure, citizen awareness and eliminates fake certificates.

MSME & Industry-focused Reforms

  • Mentorship for Tier-2 & Tier-3 suppliers to achieve ZED & Lean certification.
  • 1 lakh MSMEs & Self Help Groups (SHGs) under One District One Product (ODOP) to be trained in quality, packaging & branding.
  • Launch of Shop Floor Best Practices Playbook for global quality standards.
  • Reduced fees for ZED & Lean certification to improve affordability and access.

National Accreditation Board for Testing and Calibration (NABL) Reforms (Labs & Testing Ecosystem)

  • Aim to position India as the “testing capital of the world”.
  • Model scope for medical testing labs to ensure uniformity.
  • Training of 5,000 laboratory personnel in 2026.
  • 48-hour approval for authorised signatories via self-declaration.

National Accreditation Board for Hospitals & Healthcare Providers (NABH) Reforms (Healthcare)

  • Focus on patient safety in every hospital.
  • MITRA programme: Empanelled mentors for hospitals, especially in small towns.
  • Hospitals with 20% occupancy are now eligible to apply for accreditation.
  • Shift from blanket penalties to graded penalties with corrective guidance.
  • Gunvatta Pathshala for role-based skilling of doctors, nurses and technicians.
  • AI-assisted desktop surveillance for consistently performing hospitals.

  • Accredited certification for indigenously manufactured products.
  • Launch of Quality Passport for faster global market access.
  • Fast-track accreditation in new-age sectors like drones & cybersecurity.
  • Enables smoother integration into global supply chains.

Quality Council of India (QCI)

  • Nature: The Quality Council of India (QCI) is an autonomous, non-profit organisation registered under the Societies Registration Act, 1860.
  • Next-Generation Quality ReformsEstablishment: It was established in 1997 as a National Accreditation Body through a Public-Private Partnership (PPP).
  • Nodal Agency: QCI operates with administrative control of the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry. 
  • Purpose & Mission: The primary purpose of QCI is to establish and promote quality standards across social and economic sectors by developing a national accreditation structure.
