Standing Committee of National board for Wildlife

The Union Minister for Environment, Forest and Climate Change chaired the 88th meeting of the Standing Committee of the National Board for Wildlife (SC-NBWL).

About the Meeting

  • Statutory Basis: The deliberations were conducted under the Wild Life (Protection) Act, 1972.
  • Core Objective: To balance ecological sensitivity with the need for public utility services, infrastructure development and national security.
  • Geographical Scope: The Standing Committee examined 70 proposals related to public utilities, infrastructure and strategic requirements located in and around protected areas, wildlife sanctuaries, tiger reserves and eco-sensitive zones.
  • Key Sectors Covered:
    • Drinking water supply projects under the Jal Jeevan Mission
    • Establishment of primary and community health centres
    • Road widening projects
    • Installation of 4G mobile towers
    • Laying of power transmission lines
  • Monitoring and Policy Review:
    • The Committee reviewed the Action Taken Report on decisions and directions issued in earlier meetings.
    • Special focus was placed on improving systems such as the PARIVESH portal to enhance transparency and efficiency.

Standing Committee of NBWL

  • Statutory Body: The SC-NBWL is constituted under the Wild Life (Protection) Act, 1972.
  • Advisory Function: It advises the government on wildlife and forest conservation.
  • Chairperson: Union Minister for Environment, Forest and Climate Change
  • Composition: Not more than ten members, nominated by the Minister from among NBWL members
  • Balanced Development: The Committee ensures that development activities in and around protected areas are undertaken in a sustainable and environmentally responsible manner

  • Pro-Active and Responsive facilitation by Interactive, Virtuous and Environmental Single-window Hub
  • Overview: PARIVESH is a Single-Window Integrated Environmental Management System for online submission, monitoring, and processing of proposals seeking environmental, forest, wildlife, and Coastal Regulation Zone (CRZ) clearances.
  • Launch: PARIVESH was launched by the Prime Minister of India on World Biofuel Day, 2018 as part of the Digital India initiative.
  • Institutional Framework: The portal has been designed, developed, and hosted by the Ministry of Environment, Forest and Climate Change (MoEF&CC) with technical support from the National Informatics Centre (NIC).
  • Objectives of PARIVESH
    • The primary objective of PARIVESH is to enhance transparency, accountability, and efficiency in environmental clearance processes.
    • It aims to promote Ease of Doing Responsible Business while ensuring environmental sustainability through e-governance.
  • Coverage : PARIVESH enables project proponents to apply for
    • Environmental Clearance (EC)
    • Forest Clearance (FC)
    • Wildlife Clearance
    • Coastal Regulation Zone (CRZ) Clearance
    • The portal integrates clearances processed at the Central, State, and District levels, including State Level Environmental Impact Assessment Authorities (SEIAA )
