Key Highlights of the 50th PRAGATI Meeting
Review of Critical Infrastructure Projects: PM Modi reviewed five major infrastructure projects across Road, Railways, Power, Water Resources, and Coal sectors with a combined cost of ₹40,000 crore, covering five states.
Emphasis on PM SHRI Scheme: The Prime Minister stressed that the PM SHRI scheme should serve as a national benchmark for holistic, future-ready school education, urging outcome-oriented implementation and close monitoring by Chief Secretaries.
About PRAGATI (Pro-Active Governance And Timely Implementation):
PRAGATI is an ICT-based, multi-modal platform designed to foster pro-active governance and timely implementation, involving both the Centre and State governments.
Development: Developed in-house by the PMO team with support from the National Informatics Center (NIC).
It is a robust system that brings e-transparency and e-accountability, facilitating real-time interaction and information exchange among key stakeholders.
Aim
To address common people’s grievances effectively.
To monitor and review important programs and projects initiated by the Government of India, along with those flagged by State Governments.
Key Features:
Technological Integration: This platform integrates three advanced technologies – Digital Data Management, Video Conferencing, and Geo-Spatial Technology
Three-Tier System: This platform operates as a three-tier system, involving the Prime Minister’s Office (PMO), Union Government Secretaries, and Chief Secretaries of the States.
Monthly Interaction: The Prime Minister holds a monthly program where he interacts with Union Government Secretaries and Chief Secretaries through video conferencing, supported by data and geo-informatics visuals.
The program is held every fourth Wednesday, known as PRAGATI Day.
Issue Flagging: Issues for discussion are flagged based on data from Public Grievances, Ongoing Programs, and Pending Projects.
Data Updates: Union Government Secretaries and Chief Secretaries are required to provide their comments and updates on flagged issues within three days (i.e., by the next Monday).
PMO Review: The PMO team has one day (Tuesday) to review the data entered by the Secretaries and Chief Secretaries before the Prime Minister reviews them on PRAGATI Day.
Comprehensive Platform: PRAGATI strengthens and re-engineers databases such as CPGRAMS for grievances, the Project Monitoring Group (PMG), and the Ministry of Statistics and Programme Implementation, offering a unified interface for monitoring and feedback.
Key Outcomes and Impact
Unlocking Long-Pending Projects: Several long-stalled projects were revived, including the Bogibeel Bridge, Navi Mumbai Airport, and the Jammu-Srinagar Rail Link.
Reduction of Delays and Cost Overruns: PRAGATI has played a crucial role in reducing delays, cost overruns, and coordination failures, with 94% of the identified issues resolved through sustained follow-up.
