Assam MoS with Hmar and Kuki Groups: Peace Pact, Development Councils, and Rehabilitation

Assam signed a Memorandum of Settlement (MoS) with Hmar and Kuki extremist groups to end militancy and promote development through welfare councils and rehabilitation measures.

Key Highlights of the MoS 

  • Tripartite Talks: The settlement was signed after the tripartite talks between the Assam Government, the Government of India, and four insurgent groups—HPC-D, UKDA, KRA, and KLO.

  • Creation of Welfare Development Councils: Two autonomous bodies Hmar Welfare Development Council and Kuki Welfare Development Council will be created to address development needs of their respective communities.
    • The Development Council will comprise a chairman, deputy chairman, chief executive member, executive members, and members nominated by the Assam government.
    • Both councils will be headquartered in Guwahati, and their budgets will be prepared according to their requirements submitted to the Transformation and Development Department
  • Rehabilitation of Former Cadres: Former militants will be rehabilitated through government schemes, including financial assistance and livelihood support, following established surrender and rehabilitation procedures.
  • End of Armed Militancy: The groups had already signed a Suspension of Operations (SoO) pact in 2012 and laid down arms, enabling negotiations leading to the present settlement.

Significance of the MoS

  • Strengthening Peace in Northeast: The agreement aims to end ethnic militancy in Assam and reinforce long-term peace in the Northeast region.
  • Inclusive Development: Development councils will channel targeted welfare programmes and infrastructure development in Hmar- and Kuki-dominated areas.
  • Integration of Former Militants: Rehabilitation measures help mainstream former insurgents into society, reducing the risk of renewed militancy.

About the Hmar Tribe

  • The Hmar are a Scheduled Tribe of the Chin–Kuki–Mizo ethnolinguistic group, historically migrating from Sinlung through Myanmar into Northeast India.
  • Culture and Society: Hmar society is patriarchal and clan-based, historically governed by village chiefs known as Lal, with traditions of shifting cultivation.
  • Distribution: The community primarily inhabits Manipur, Mizoram, Assam, Meghalaya, and Tripura, with related populations in Myanmar and Bangladesh.
  • Legacy: They possess a strong oral tradition tracing their origins to a legendary place called Sinlung, migrating over centuries from China through Burma into India.

About the Kuki Tribe

  • The Kukis are a major Tibeto-Burman ethnic group in Northeast India, historically known as independent hill communities with numerous clans.
  • Culture and Social Structure: Kuki society follows customary laws and hereditary chieftainship, with land ownership often passed through the chief’s lineage.
  • Distribution and Related Groups: They are mainly found in Manipur, Mizoram, Assam, and Tripura, and share cultural links with Chin and Mizo groups across India, Myanmar, and Bangladesh.
  • Cultural Legacy: The Kukis maintain rich traditions of handloom weaving, festivals such as Chapchar Kut and Mim Kut, and strong warrior heritage, while many have adopted Christianity.
