BHAVYA Scheme: 100 Plug-and-Play Industrial Parks to Boost Manufacturing

The Union Cabinet chaired by the Prime Minister  has approved the Bharat Audyogik Vikas Yojna (BHAVYA).

  • The scheme aims to develop world-class industrial infrastructure, unlocking manufacturing potential and driving India’s growth story.
  • Building on the success of Industrial Smart Cities developed under the National Industrial Corridor Development Programme (NICDP) framework, BHAVYA will be implemented in partnership with states and private sector players.

Key Features

  • Objective:  To develop 100 plug-and-play industrial parks across the country.
    • Plug-and-Play Industrial Infrastructure refers to ready-to-use industrial facilities with pre-developed land, utilities, and approvals
    • It enables industries to start operations immediately, reducing delays and improving ease of doing business.
  • Funding: Rs.33,660 crore
  • Implementation: It will be implemented in collaboration with states and private sector partners, building on the success of industrial smart cities under the National Industrial Corridor Development Programme (NICDP).
  • Setting up Industrial Parks: Under the scheme, industrial parks ranging from 100 to 1,000 acres will be taken up for the development with financial support of up to ₹1 crore per acre.
  • Monetary Support: Financial support of up to Rs. One crore per acre will be provided for:
    • Core infrastructure (internal roads, underground utilities, drainage, common treatment facilities, ICT and administrative systems)
    • Value-added infrastructure (ready-built factory sheds, built-to-suit units, testing labs, warehousing)
    • Social infrastructure (worker housing and support amenities)
  • Mode of Project Selection: Project selection will be undertaken through a challenge mode, ensuring that only high-quality, reform-oriented and investment-ready proposals are taken forward.
    • Support for external infrastructure will also be provided up to 25% of the project cost, ensuring seamless connectivity and integration with existing networks.
  • Beneficairies: 
    • Primary Beneficiaries: Manufacturing units, MSMEs, startups, and global investors seeking ready-to-use industrial infrastructure
    • Secondary Beneficiaries: Workers, logistics providers, service sector enterprises, and local communities
  • Coverage: The scheme will extend to all States and Union Territories

Significance

  •  Cluster-based development: By fostering cluster-based development and enabling co-location of industries, suppliers, and service providers.
    • It will strengthen domestic supply chains, promote regional industrialization.
  • Job Creation: It is expected to drive large-scale job creation, generating substantial direct and indirect employment across manufacturing, logistics, and services, while catalysing significant investments.

About National Industrial Corridor Development Corporation Limited (NICDC)

  • NICDC functions under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry.
  • It spearheads the development of world-class greenfield industrial smart cities.
  • Its objective is to enhance manufacturing competitiveness, attract investments, and generate employment.
  • NICDC is currently implementing 20 projects across 13 states.
  • Initiatives are based on the plug-and-play industrial park model.
  • These parks provide ready-to-use ecosystems with pre-developed land, utilities, approvals, and infrastructure.
  • This enables industries to start operations quickly without delays related to land acquisition or infrastructure setup.

About Industrial Parks

  • Industrial Parks  are designated zones developed to promote industrialization, economic growth, and employment generation by providing industries with ready access to land and infrastructure.
  • Concept: Industrial Parks are based on the idea of cluster-based development, where multiple industries operate in a single, planned area. 
    • They provide plug-and-play infrastructure, including roads, power supply, water, waste management, and logistics connectivity. This reduces initial setup time and cost for industries.
  • Objectives:
    • To enhance manufacturing efficiency and ease of doing business
    • To attract domestic and foreign investments, promote export-oriented growth, and support MSMEs through shared facilities.

Types of Industrial Parks

  • Industrial Parks may include Special Economic Zones (SEZs), Industrial Corridors, Food Parks, and Textile Parks, each catering to specific sectors. 
  • Sector-specific parks help in achieving specialization and economies of scale.
