On Good Governance Day (December 25), the Union Government has launched five major digital governance initiatives aiming to enhance transparency, efficiency, and citizen-centric administration.
1. Compendium of Guidelines on Reservation for Ex-Servicemen:
- Purpose: To consolidate all existing government instructions regarding job reservations for ex-servicemen in Central Government posts into one document.
- How it Works: Serves as a single, user-friendly reference for administrators and beneficiaries.
- Expected Benefit: Ensures clarity and uniform implementation of reservation benefits across all ministries and departments, reducing procedural ambiguity.
2. AI-powered Recruitment Rules (RR) Generator Tool:
- Purpose: To assist government departments in efficiently drafting and amending Recruitment Rules (RRs) for various posts.
- How it Works: Integrated with the existing Recruitment Rules Formulation, Amendment and Monitoring System (RRFAMS), this AI tool automates and guides the drafting process.
- Expected Benefit: Reduces delays in creating RRs, ensures consistency with Department of Personnel and Training (DoPT) guidelines, and minimizes human error in complex rule-making.
3. e-HRMS 2.0 Mobile Application:
- Purpose: To provide government employees with easy, mobile-based access to key human resource services.
- How it Works: The app, available on Android and iOS, allows employees to access services related to promotions, transfers, deputations, training, and superannuation (retirement) on-the-go.
- Integration: Developed under Mission Karmayogi, it connects an employee’s service records with other critical systems like SPARROW (performance appraisal), PFMS (financial management), and Bhavishya (pension processing).
4. New AI-enabled Features on iGOT Karmayogi Platform
- Purpose: To transform the Integrated Government Online Training (iGOT) platform into a more intelligent and personalized learning ecosystem for civil servants.
- Key New Features:
- iGOT AI Sarthi: An intelligent discovery tool that helps officials find the most relevant learning resources.
- iGOT AI Tutor: Provides personalized learning support and guidance.
- Structured Specialisation Programmes: In-depth courses for skill development in specific domains.
- AI-based Capacity Building Plan Tool: Automatically maps job roles to training needs, helping departments plan skill upgrades systematically.
5. Karmayogi Digital Learning Lab 2.0:
- Purpose: To establish a state-of-the-art facility for creating high-quality, engaging digital learning content for civil service training.
- How it Works: The lab will leverage advanced technologies like Augmented Reality (AR), Virtual Reality (VR), gamification, and interactive simulations to develop training modules.
- Expected Benefit: Will enable the rapid dissemination of best practices and critical skills across the civil services, making training more immersive and effective.
