India Rank Second in Fish Production

India now holds the second position after China in global fish production as announced by the Union Minister of Fisheries, Animal Husbandry and Dairying.

Key Highlights of India’s Fish Production Growth

Fish Production

  • Steady Growth Over the Decade: Fish production in India has increased by 103% in 2024–25 compared to the levels recorded in 2013–14.
  • Schemes Driving Growth: The achievements were attributed to successful implementation of  PM Matsya Sampada Yojana and Credit facility for fishery under Kisan Credit Card (KCC) scheme.

  • Total Fish Production: India’s annual fish production has increased from 95.79 lakh tonnes in FY 2013–14 to 195 lakh tonnes in FY 2024–25, indicating a strong upward trend in the fisheries sector.
  • Contribution from Inland Fisheries and Aquaculture: Inland fisheries and aquaculture now contribute over 75% of the country’s total fish production, making them the primary drivers of growth in the sector.
    • The remaining 25 % is attributed to Marine Fishery.
  • Sharp Rise: The inland segment alone has shown a 140% increase, reaching 147.37 lakh tonnes in 2024–25.
  • Top Fish Producing States in India: Andhra Pradesh, West Bengal, Karnataka, Odisha, Gujarat, and Kerala.
  • Budget Focus: Fishery was highlighted as “the sunrise sector” in the Union Budget 2025-26.
    • “Sunrise sectors” refers to emerging industries with high growth potential and significant impact on the economy.
    • It focused on enhancing financial inclusion, reducing financial burden on farmers by reducing custom duties and furthering development of the marine fisheries.
    • It also suggested a framework for sustainable harnessing of fisheries from Exclusive Economic Zone (EEZ) and High Seas with special focus on Lakshadweep and A&N Islands to ensure sustainable harnessing of the untapped potential of the marine fish resources.

Initiatives Taken

Initiative Description
Blue Revolution
  • Launch & Funding: The Blue Revolution Scheme was launched in FY2015-16 with a central outlay of Rs. 3000 crores for 5 years.
  • Focus Areas: With its multi-dimensional activities, Blue Revolution focuses mainly on increasing fisheries production and productivity from aquaculture and fisheries resources, both inland and marine.
PM Matsya Sampada Yojana Fish Production

  • Flagship Fisheries Scheme: The PM Matsya Sampada Yojana (PMMSY) is a flagship scheme launched by the Government of India to enhance fish production, modernize the fisheries sector, and create employment.
  • Launch Year: The scheme was launched in 2020 under the aegis of the Ministry of Fisheries, Animal Husbandry and Dairying.
  • Budget Outlay: Rs. 20,050 crore for a period of five years, from FY 2020-21 to FY 2024-25.
  • National Targets: It aimed to increase fish production to 22 million metric tonnes by 2024–25 and double the export earnings from the fisheries sector.
Kisan Credit Card (KCC) for Fishers
  • Credit Support for Fishers: The Kisan Credit Card (KCC) scheme provides short-term credit support to farmers, including those involved in allied activities like fisheries.
  • Extension to Fisheries (2018–19): In the year 2018-19 it extended the facility of the KCC to the fish farmers and fishers to help them to meet their working capital requirements.
  • Enhanced Credit Limit: Government of India increased the KCC lending limit from ₹3 lakh to ₹5 lakh to enhance credit accessibility for fishers, farmers, processors and other fisheries’ stakeholders.
Palk Bay Scheme
  • Launch under Blue Revolution: The Palk Bay Scheme was launched in 2017 as part of the Blue Revolution initiative.
  • Objective: It aims to motivate fishermen to abandon bottom trawling.
Fisheries and Aquaculture Infrastructure Development Fund (FIDF)
  • FIDF was established in 2018 to create infrastructure facilities for both marine and inland fisheries sectors
Organic Fisheries Cluster
  • India’s first organic fisheries cluster was launched in Soreng, Sikkim, under PMMSY to promote eco-friendly and chemical-free fish farming.
    • The initiative will follow ecological practices, focus on species like amur carp, and receive support from NABARD for infrastructure and FFPOs.
