  • A non-binding Security of Supply Arrangement (SOSA) and a Memorandum of Agreement regarding Assignment of Liaison Officers.
  • This marks another milestone in the India and the US defense cooperation since 2016. Four foundational agreements were signed namely 
    • Logistics Exchange Memorandum of Agreement (2016): Facilitates mutual logistical support, such as refueling and replenishment, between the armed forces of India and the US to enhance operational coordination
    • Communications Compatibility and Security Agreement (2018): Enables secure communication between Indian and US military forces by providing India access to advanced communication technology and encrypted systems.
    • Industrial Security Agreement (2019): Ensures the protection of classified military information shared between India and the US, promoting defense collaboration on sensitive technologies and joint projects.
    • Basic Exchange and Cooperation Agreement (2020): Allows India and the US to share geospatial intelligence and satellite data, enhancing the accuracy of missile systems and improving overall military planning and operations.

About SOSA and MoU regarding Assignment of Liaison Officers

  • Security of Supply Arrangement (SOSA):
    • Purpose and Function: SOSA is a non-binding agreement that mandates reciprocal priority support for goods and services between India and the US, focusing on promoting national defense and managing supply chain disruptions.
    • Strengthening Defense Ties: The agreement aims to enhance the defense industrial ecosystems of both nations, improve supply chain resilience, and reinforce the Defence Technology and Trade Initiative (DTTI).
    • 18th SOSA Partner:India is the 18th SOSA partner of the US after Australia, Canada, Denmark, Estonia, Finland, Israel, Italy, Japan, Latvia, Lithuania, the Netherlands, Norway, Republic of Korea, Singapore, Spain, Sweden, and the UK.
    • Operational Mechanisms: The arrangement includes the establishment of working groups, communication channels, and streamlined processes to address supply chain issues during peace, emergencies, and conflicts.
    • Limitations: SOSA is not legally binding and lacks sanctions proofing
      • A Reciprocal Defence Procurement Agreement (RDP), which is the second level of engagement, is expected to be signed soon and would provide a legally binding framework.
  • Memorandum of Agreement on Assignment of Liaison Officers:
    • Objective: This agreement advances a prior decision to increase information sharing between India and the US by posting Indian armed forces officers in strategic US Commands.
    • Deployment: India will deploy its first Liaison Officer to the Headquarters Special Operations Command in Florida, marking a step towards deeper military integration and cooperation.

Significance of the Security of Supply Arrangement (SOSA)

  • Reciprocal Priority Support: SOSA mandates that both the US and India provide each other with priority support for goods and services essential for national defense, enhancing mutual defense preparedness.
  • Strengthening Supply Chain Resilience: The arrangement helps both countries acquire industrial resources from one another to address unexpected supply chain disruptions, ensuring continuous support for national security needs.
  • Boosting Defence Industrial Cooperation: By encouraging the defense industrial ecosystems of both nations to collaborate, SOSA enhances supply chain resilience and fosters a more robust partnership in defense technology and trade.
  • Expanding India’s Strategic Role: With India becoming the 18th partner in the SOSA framework, the agreement places India in a strategic position alongside other key US allies, promoting deeper defense integration.
  • Improved Access to US Defense Supplies: SOSA simplifies the process for Indian companies to obtain priority supplies from the US, revitalizing defense industry cooperation and supporting India’s growing defense exports.
  • Foundation for Future Agreements: The arrangement lays the groundwork for more binding agreements like the Reciprocal Defence Procurement Agreement (RDP), which would further solidify defense collaboration.
