- Karnataka has formed a Committee on Responsible Artificial Intelligence to design a policy framework ensuring safe, accountable, and transparent deployment of AI in public governance systems.
- Objective: The committee aims to develop a Responsible AI policy and implementation roadmap that promotes innovation while ensuring fairness, transparency, accountability, and protection of citizens’ rights in government services.
- Composition of the Committee: The panel is chaired by Kris Gopalakrishnan, co-founder of Infosys, and co-chaired by Dr. N. Manjula, Secretary of the Department of Electronics, IT, Biotechnology and Science & Technology, Government of Karnataka.

- Develop Responsible AI Policy Framework: Formulate a comprehensive policy and implementation roadmap to ensure AI systems in governance remain transparent, accountable, safe, and aligned with national guidelines and global best practices.
- Establish Governance and Risk Safeguards: Design risk-classification mechanisms, regulate high-risk AI applications, ensure data privacy under the Digital Personal Data Protection Act, and recommend audits, cybersecurity, and procurement standards.
Need for Guidelines for Ethical Use of AI
- Prevent Algorithmic Bias and Discrimination: AI systems used in governance must include safeguards against bias and discriminatory profiling, especially in sensitive sectors such as welfare distribution, recruitment, and policing.
- Ensure Data Privacy and Security: Clear guidelines are necessary to protect citizens’ personal data and align AI systems with the Digital Personal Data Protection Act to ensure responsible data governance.
- Promote Transparency and Accountability; Ethical AI frameworks should mandate explainability, transparency, and human oversight in automated decision-making affecting public services.
- Address Risks from Emerging AI Technologies: Guidelines are required to mitigate risks such as deepfakes, data manipulation, and misuse of generative AI, which can undermine trust in digital governance.
The committee will submit an interim report within 60 days and final recommendations within 90 days, outlining a roadmap for responsible AI adoption across government departments.
