Market Access Support Intervention

The Government of India launched the Market Access Support (MAS) Intervention under the Export Promotion Mission (EPM).

  • Earlier in November 2025, The Union Cabinet had approved the Export Promotion Mission (EPM) with an outlay of ₹25,060 crore to enhance India’s export competitiveness.

About the Market Access Support (MAS) Intervention

  • Purpose: The scheme aims to improve (accessing and expanding) international market access for Indian exporters, particularly those from priority sectors.
  • Initiative: The MAS Intervention is a part of the NIRYAT DISHA sub-scheme under the Export Promotion Mission
  • Collaborative Effort: The intervention is being jointly implemented by the Department of Commerce, Ministry of MSME, Ministry of Finance, in coordination with Indian Missions abroad, Export Promotion Councils (EPCs), Commodity Boards, and other industry associations.

Key Components of MAS Intervention

  • Market Access Activities: The intervention provides financial and institutional support for various export activities, including 
    • Buyer-Seller Meets (BSMs)
    • Participation in International Trade Fairs
    • Mega Reverse Buyer-Seller Meets (RBSMs)
    • Trade Delegations to priority and emerging export markets.
  • Long-term Market Access Planning: A rolling calendar of 3–5 years for approved market access events, ensuring continuity and predictability.
  • MSME Participation: The intervention mandates a minimum 35% participation by MSMEs in the supported events to promote inclusive growth and encourage new market exploration.
  • Support for Small Exporters: Small exporters with annual export turnover of up to ₹75 lakh receive partial airfare support to encourage participation in international trade events.
  • Cost-Sharing and Support Ceilings: The financial support for events has been rationalised with special preferential support provided to priority sectors and markets.
  • Technology-Driven Processes: The process for event listing, proposal submission, approvals, participant onboarding, and fund release to be digitalized through the trade.gov.in platform, ensuring transparency and ease of access for all stakeholders.
  • Feedback System: An online feedback mechanism for exporters participating in the events, capturing data on buyer quality, business leads, and market relevance to refine the intervention.
  • Future Plans:
    • Proofs-of-Concept and Product Demonstrations: A new component to be introduced to support product demonstrations to potential overseas buyers, particularly in technology-intensive and emerging sectors.
    • Enhanced Digital Tools: Digital tools for lead tracking, exporter follow-up, and market intelligence integration to be rolled out in phases to strengthen outcome measurement.

About Export Promotion Mission (EPM)

  • Objective: The mission is aimed at strengthening India’s export ecosystem by improving export competitiveness, focusing on MSMEs, first-time exporters, and labour-intensive sectors.
  • EPM marks a shift from fragmented schemes to a single, adaptive mechanism, designed to respond swiftly to global trade challenges and evolving exporter needs.
  • Two Integrated Sub-Schemes under EPM
    • NIRYAT PROTSAHAN (Trade Finance Support):  Aims to improve access to affordable trade finance for MSMEs
