Context: The United States’ Federal Trade Commission (FTC) will soon implement a “click-to-cancel” rule, which will make it significantly easier for consumers to cancel their subscriptions and memberships.
Key Aspects of the “Click-to-Cancel” Rule
- It aims to prevent companies from complicating the cancellation process, ensuring that consumers can exit services as easily as they signed up. Companies could face civil penalties for failing to comply.
- Ease of Cancellation: Companies must offer cancellation options through the same medium (online, phone, etc.) used by the consumer to sign up.
- The cancellation process should not be overly complex or burdensome.
- No mandatory interaction with representatives: If signing up did not require speaking to a live or virtual representative, cancellation cannot require it either.
- No extra fees for phone cancellation: Companies must answer calls or take messages during regular business hours and respond promptly.
- Cancellation options: For in-person sign-ups, companies must provide cancellation options via phone or online, without forcing in-person cancellations.
- Applicable Programs: The rule applies to nearly all negative option programs, including automatic renewals, continuity plans, and free trial offers across various media (online, phone, in person).
- Negative option programs are those where companies assume a customer has accepted a service unless they specifically reject it (e.g., free trials that automatically convert into paid subscriptions).

Why Was the Rule Introduced?
- Rising complaints: The FTC has seen an increasing number of complaints regarding difficult-to-cancel subscriptions and memberships. In 2024, daily complaints rose to nearly 70, compared to 42 in 2021.
- Subscription economy growth: A growing subscription economy and rising prices have fueled concerns about companies using deceptive practices to keep customers subscribed.
- Consumer awareness: Studies show that many consumers are unaware they are paying for unused services and often underestimate their monthly subscription costs.
Does India Have a Similar Regulation?
- No, India currently does not have a similar regulation specifically aimed at simplifying subscription cancellations.
Indian Development and Economic Assistance Scheme (IDEAS)
Context: India has extended its first-ever rupee-denominated Line of Credit (LoC) worth 487.60 crore rupees to Mauritius to fund a water pipeline replacement project under IDEAS.
About IDEA Scheme
- Launch Year: The IDEA Scheme was initially introduced as the India Development Initiative in the Union Budget for 2003-04 by the Finance Minister.
- Aim:
- To provide grants or project assistance to developing countries, particularly in Africa, South Asia, and other regions, with a focus on leveraging and promoting India’s strategic economic interests abroad.
- To enhance socio-economic development in the Global South through infrastructure and bilateral cooperation.
Key Features of IDEA
- Extension of Lines of Credit (LoC) to countries in Asia (excluding Nepal, Bhutan, and Bangladesh), Africa, and other regions based on bilateral agreements.
- Ministries Involved
- Ministry of External Affairs (MEA): Oversees the implementation and extension of LoC under the IDEA scheme.
- Ministry of Finance: Responsible for the initial announcement and budget allocation for the scheme.

About the Mauritius LoC
- The project in Mauritius will involve replacing approximately 100 kilometres of obsolete water pipeline in Mauritius.
- The Line of Credit will be financed by the State Bank of India under concessional terms.
- This is the first instance of a rupee-denominated Line of Credit being extended for project financing by India.

Context: Recently, the Secretary of Information and Broadcasting launched “Scam se Bacho” a National User Awareness Campaign.
About Scam se Bacho
- It is a nationwide initiative to combat the rising threat of online scams and cyber frauds in India.
- Has been conducted in nine indian languages.
- It emphasizes features such as two-factor authentication, block and report, and WhatsApp’s group privacy settings as a safety tool.
- Key Ministries: The campaign is a joint initiative by the Ministry of Electronics and Information Technology, the Ministry of Home Affairs, the Ministry of Information and Broadcasting, and the Indian Cyber Crime Coordination Centre.
- Objective:
- To empower Indian citizens with the tools and knowledge to protect themselves from cyber threats.
- To foster a culture of digital safety and vigilance.

Ranthambore Tiger Reserve
Context: The Rajasthan forest department has stopped the construction of a major complex, inside the buffer zone of critical tiger habitat of the Ranthambore Tiger Reserve.

- Tiger Habitat: Ranthambore Tiger Reserve is a critical habitat for tigers, and any construction within the reserve is considered a violation of the Forest Conservation Act f 1980.
- Dense Tiger Reserve: RTR is the third most dense tiger reserve in India, with 71 tigers and cubs.
About Ranthambore Tiger Reserve
- Location: Sawai Madhopur district, Rajasthan.
- Establishment: Established as a Sawai Madhopur game sanctuary in 1955.
- Game sanctuary is the protected area for the conservation of wildlife, particularly game animals that are hunted for sports.
- Declared as a national park in 1980.
- The reserve is a part of the larger Ranthambore Tiger Reserve, which includes Kailadevi Sanctuary and Sawai Mansingh Sanctuary.
Area and Topography
- Area: The reserve spans approximately 1,334 square kilometers, with the core zone covering 392 square kilometers.
- Topography: The park features rugged hills, plateaus, grasslands, forests, lakes, and rivers.
- Ranthambore Fort: The famous Ranthambore Fort, a UNESCO World Heritage Site, adds to the park’s appeal.
Flora and Fauna
- Flora: The reserve has a diverse ecosystem with dry deciduous forests, grasslands, and scrublands. Dominant tree species include dhak, banyan, pipal, and various acacias.
- Fauna: The Bengal tiger is the primary attraction.
- Other wildlife includes leopards, sloth bears, hyenas, deer, nilgai, wild boar, and Indian foxes.

Ratapani Wildlife Sanctuary and Tiger Reserve
Context: Since 2015, 14 leopards, 7 tigers, and a bear have died on railway tracks in Madhya Pradesh, prompting the state wildlife department to raise concerns over the Barkheda-Budni railway line project, a 26.5 km track passing through Ratapani Wildlife Sanctuary and Tiger Reserve.
About Ratapani Wildlife Sanctuary and Tiger Reserve
- The Ratapani Wildlife Sanctuary, located on the Vindhya Hills, features a rocky forest and an aquatic environment.
- Existence: The sanctuary was first notified in 1976 and then extended in 1983.
- Background: The proposal to declare Ratapani wildlife sanctuary as tiger reserve has been begun since 2008.
- The National Tiger Conservation Authority (NTCA) has accorded in principle approval to notify Ratapani wildlife sanctuary as the tiger reserve in 2011.
- Kolar River forms the western boundary of the Sanctuary.
- The sanctuary also includes Bhimbetka, a UNESCO World Heritage Site known for its ancient rock shelters and paintings.
- Flora and Fauna:
- Fauna: Chinkara, Sloth Bears, and the Paradise Flycatcher (state bird of Madhya Pradesh).
- Flora: Predominantly dry and moist deciduous forests.
