Prime Minister Narendra Modi is set to inaugurate the ‘Karmayogi Saptah’: National Learning Week (NLW) at the Dr Ambedkar International Centre in New Delhi.
The initiative, part of the larger Mission Karmayogi launched in September 2020, aims to enhance the skills of civil servants nationwide.
National Learning Week (NLW)
Aim:
To create a “One Government” message to align everyone with national goals, and promote lifelong learning.
To equip civil servants with the skills necessary for more effective citizen-centric service delivery, thereby fostering a future-ready workforce that combines Indian ethos with a global perspective.
Target During NLW: Each “karmayogi” will commit to achieving a target of at least four hours of competency-linked learning.
Participants may complete the targeted hours through individual role-based modules on iGOT.
Specialisation: Ministries, departments, and organisations will host seminars and workshops to develop domain-specific competencies.
About Mission Karmayogi: National Programme for Civil Services Capacity Building (NPCSCB)
Aim : To prepare Civil Servants for the future by making them more creative, constructive & innovative through transparency and technology.
Policy Framework: Provides strategic direction for capacity-building initiatives.
Institutional Framework: Establishes the organisational structure to support the program.
Competency Framework: Defines skills and knowledge required for effective civil service.
Digital Learning Framework (iGOT-Karmayogi): Comprehensive online learning Mission Karmayogi, launched by the Union Government in 2020 as the National Programme for Civil Services Capacity Building (NPCSCB).
Aiming to cultivate a future-ready civil service, it seeks to equip civil servants with the vital mindset, skills, and knowledge aligned with the vision of New India, revolutionising capacity-building infrastructure.
Electronic Human Resource Management System (e-HRMS): Streamlines personnel management processes.
Monitoring and Evaluation Framework: Ensures continuous improvement and impact assessment.
Key Features of the Mission Karmayogi
Unified Learning Platform: It introduces an Integrated Government Online Training Platform (iGOT), offering a plethora of training modules tailored to the diverse learning needs of civil servants. This approach ensures standardization of learning content across all cadres and departments.
70:20:10 Learning Model: The promotion of a culture of continuous learning among civil servants through the 70:20:10 model, which stipulates that 70% of capacity building happens through on-the-job learning, 20% through peer-to-peer learning, and 10% through formal training.
Digital Learning: Leveraging the latest technology, e-learning avenues are promoted, enabling officials to access resources irrespective of location or time, making learning more adaptable and convenient.
Global Best Practices: Exposure to international standards and best practices ensures that India’s civil service is in tandem with global benchmarks, preparing them for challenges in a globalized world.
