Strategic Interventions for Green Hydrogen Transition (SIGHT) Scheme

In a landmark development under the National Green Hydrogen Mission, the first- ever auction conducted by SECI for the procurement of Green Ammonia under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Scheme (Mode-2A) has achieved a record low price discovery of ₹55.75/kg.

About SIGHT Scheme

  • Refers: The flagship financial component of the National Green Hydrogen Mission (NGHM), launched in January 2023 by the Ministry of New and Renewable Energy (MNRE)
  • Budgetary Allocation:  A budgetary outlay of ₹17,490 crore (out of ₹19,744 crore for NGHM) till Financial Year 2029–30.
  • Implementing Agencies: MNRE & Ministry of Petroleum and Natural Gas (MoPNG)
    • Implemented via Solar Energy Corporation of India (SECI) and Public Sector Undertakings (PSUs) through competitive reverse auction tenders
  • Objectives:
    • Scale up green hydrogen production and make it cost-competitive with fossil-based hydrogen.
    • Promote domestic manufacturing of electrolysers.
    • Stimulate demand across sectors like fertilizers, steel, refining, and mobility.
    • Support India’s Net-Zero by 2070 and Viksit Bharat @2047 vision.

Modes of Operation

Mode 1: Incentive-Based Electrolyser Manufacturing
  • Incentives awarded to the lowest incentive-seeking manufacturers
  • Boosts domestic manufacturing capacity of electrolysers
Mode 2A: Demand Aggregation & Offtake Support – Green Ammonia
  • Known as Component II, Mode 2A
  • Focuses on demand aggregation and offtake assurance for Green Ammonia
  • SECI offers:
    • 10-year supply contracts
    • Production Linked Incentives (PLI) worth ₹1,533.4 crore
    • Payment Security Mechanism
Mode 2B: Demand Aggregation – Green Hydrogen
  • Fixed incentive model for green hydrogen offtake
  • Incentive Rates: Year 1: ₹50/kg; Year 2: ₹40/kg & Year 3: ₹30/kg

About Green Ammonia

  • Green Ammonia is ammonia (NH₃) produced using green hydrogen (generated from renewable energy sources like solar or wind) and nitrogen (from air), through the Haber-Bosch process powered by renewable electricity.
  • Key uses: Fertilisers, marine fuel, and chemical manufacturing
  • Advantages: No carbon emissions in production, vital for clean energy transition
