About the National Skills Qualifications Framework (NSQF)
- The NSQF organizes qualifications according to a series of levels based on knowledge, skills, and aptitude.
- The levels are defined by learning outcomes, which must be achieved regardless of the mode of learning, whether formal, non-formal, or informal.
- The NSQF provides multiple pathways for career progression, including both horizontal and vertical mobility.
- Horizontal Mobility: Allows learners to transition within the same level of education or skill training across different streams.
- Vertical Mobility: Enables learners to progress to higher levels of education or training, facilitating upward movement in skills and qualifications.

- Implementation: The programme will be implemented with a financial outlay of ₹8,800 crore for the period from 2022-23 to 2025-26.Integration of Key Schemes: The restructured programme consolidates three major schemes under one Central Sector Scheme.
- Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0)This scheme provides skill development training aligned with the National Skills Qualifications Framework (NSQF).
- The training is delivered through Short-Term Training (STT) programs and Recognition of Prior Learning (RPL) initiatives.
- The scheme targets individuals aged 15 to 59 years.
- A key focus is on international mobility and upskilling workers to meet global workforce standards.
- The programme introduces 400+ new courses in emerging technologies and future skill areas such as Artificial Intelligence (AI), 5G, Cybersecurity, Green Hydrogen, and Drone Technology.
- Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS)
- Objective: To facilitate a seamless transition from education to employment by providing apprentices with industry-specific skills through practical training in real-world work environments.
- To support apprentices, the scheme provides stipend support, with the Central Government covering 25% of the stipend (up to ₹1,500 per month per apprentice) through Direct Benefit Transfer (DBT).
- The scheme targets individuals aged 14 to 35 years, ensuring access to apprenticeship opportunities across different age groups and industries.
- Jan Shikshan Sansthan (JSS) Scheme

- This is a community-based skilling initiative designed to provide vocational training to women, rural youth, and economically disadvantaged groups.
- In addition to skill development, the scheme also promotes awareness on topics such as health, hygiene, financial literacy, and gender equality.
- The scheme is linked with key government initiatives such as PM JANMAN and Understanding of Lifelong Learning for All in Society (ULLAS) to ensure inclusive skilling opportunities.
- The scheme is targeted towards individuals aged 15 to 45 years.
- Certification & Digital Integration: All certifications under the Skill India Programme are aligned with the National Skills Qualification Framework (NSQF).
- Certifications are seamlessly integrated with DigiLocker and the National Credit Framework (NCrF), ensuring formal recognition of skills and enabling smooth transitions into employment and higher education.
