SRY Gene Screening: IOC Rules, Eligibility & Controversy

The International Olympic Committee (IOC) banned transgender women and DSD (Differences in Sex Development) athletes from competing in the female categories. 

  • Further, it added that any woman wanting to compete in international sport must now undergo a mandatory Sex-determining Region Y  gene screening test to ensure fairness, safety, and integrity in female sports categories.

About Sex-determining Region Y

  • SRY (Sex-determining Region Y) gene is a key gene located on the Y chromosome.
  • It triggers the development of male characteristics by initiating the formation of testes in the embryo.
    • If there is a change in the SRY gene so it does not function as usual, then a person can fail to develop testes and be biologically female.
  • Professor Andrew Sinclair, first discovered the SRY gene in 1990.
  • Method: A saliva sample is collected and analysed in a laboratory using PCR and DNA testing to detect the SRY gene, with results usually available within about a week. 
    • It is generally a one-time test, and around 99% of individuals test SRY-negative, while less than 1% test positive.
  • Applicability: The SRY gene screening is mandatory for elite athletes, particularly those participating in Olympic-level and other international competitions, while it does not apply to individuals engaged in grassroots or recreational sports.
  • Eligibility Criteria:
    • SRY Negative: Eligible for female category permanently
    • SRY Positive: Eligible for Male category and Mixed/Open categories
  • Right to Refuse the Test: Athletes have the option to refuse SRY gene screening; however, in such cases, 
    • They will not be allowed to participate in events organized by the International Olympic Committee, including the Olympic Games and related competitions.

Need for SRY Gene Screening

  • According to the International Olympic Committee, SRY gene screening is considered necessary to ensure fairness and integrity in women’s sports categories by establishing a clear biological criterion for eligibility.
  • For Example:
    • There is a 10–12% performance advantage for males in most running and swimming events.
    • There is a 20% or more advantage in throwing and jumping events.
    • The advantage can exceed 100% in explosive power sports, such as collision, lifting, and punching events.

Key Issues

  • Scientific Concerns: The SRY gene is not a completely reliable indicator of sex, as sex determination is a complex, multi-factorial process involving genes, hormones, and physiological factors.
  • Ethical Concerns: Mandatory testing raises concerns about violation of privacy and bodily autonomy, and may lead to coercion, forced medical scrutiny, and exclusion from competition.
  • Human Rights Debate: The policy is criticized for being discriminatory, particularly against transgender athletes and individuals with intersex or Differences of Sex Development (DSD) conditions, raising concerns of equality and dignity.

Way Forward

  • Develop Scientific & Inclusive Criteria: Formulate scientifically robust, evidence-based, and inclusive eligibility criteria that reflect the complexity of sex determination.
  • Ensure Consent-Based Testing with Safeguards: Implement consent-based testing mechanisms with adequate safeguards to protect the privacy, dignity, and rights of athletes.
  • Balance Fair Competition and Human Rights: Ensure policies maintain a careful balance between fair competition and the principles of human rights, dignity, and non-discrimination.
  • Strengthen Appeal and Review Mechanisms: Establish transparent, accountable, and accessible appeal and review systems to provide athletes with a fair opportunity for redressal.
